Crash Statistics

•  The National Profiles section includes updated reports available through the State Comparison area.
  • The Crash Reporting Status* — Quarterly Updated Reports were updated for the years 2005–2011 using the March 25, 2011 MCMIS data snapshot. These reports provide summarized statistics on the State reportable crash records for each service center and State.
•  The About Statistics* section now includes the quarterly release of the State Crash Records. The data have been updated for the years 2005–2011 using the March 25, 2011, MCMIS data snapshot

Data Quality

•  The National and State FARS/MCMIS Matching Tool* has been updated to reflect matching results using the March 25, 2011 MCMIS data snapshot and the 2009 FARS data. This tool provides States with crash information that can be used to reconcile differences between the FARS and MCMIS databases. Records are presented in sets as "matched", "potentially matched", and "not matched".

•  This Data Dashboard has also been enhanced with the following enhancements –

State Safety Performance Measures*

•  The SSPMs have been enhanced to include a national map that presents the State-specific results for each performance measure: Domiciled Carrier Safety and Operating Carrier Safety.

Crash Statistics

• All reports available through State Profiles have been updated with Motor Carrier Management Information System (MCMIS) crash data using the December 17, 2010 MCMIS data snapshot for the years 2005–2009. These reports present summarized crash statistics by State for large trucks and buses involved in fatal and non-fatal crashes that occurred in the United States.
• The Crash Statistics Mapping Tool* has been updated for the years 2006–2010 from the MCMIS December 17, 2010 data snapshot. The mapping tool allows users to dynamically generate, display, print, and download maps and tables with crash and roadside inspection data.
• National Profiles includes an updated report in the State Comparison area.
  • The State Level Commercial Motor Vehicle (CMV) Fatality Rate per 100 Million Total Vehicle Miles Traveled, 2004–2009 report was updated. It provides a commercial motor vehicle fatality rate for each State using total vehicle miles traveled (all vehicles).
  * The Crash Statistics Mapping Tool is also available in the CVSP Toolkit on a secure area of A&I Online and can only be accessed by authorized FMCSA and State Enforcement users.

Data Quality

•  The State Safety Data Quality evaluation reports and tools in the Evaluation Area were updated based on the February 25, 2011 Motor Carrier Management Information System (MCMIS) snapshot.

Safety Measurement System

• The new motor carrier Safety Measurement System (SMS) has been released and is now available on the A&I Website. The SMS replaces SafeStat as the tool being used by FMCSA and its State Partners to evaluate a carrier’s safety performance.
  
  The SMS measures a motor carrier's on-road safety performance and shows investigation results across seven Behavior Analysis and Safety Improvement Categories (BASICs). The BASICs are:
  • Unsafe Driving
  • Fatigued Driving (Hours-of-Service)
  • Driver Fitness
  • Controlled Substances/Alcohol
  • Vehicle Maintenance
  • Cargo-Related
  • Crash Indicator

Crash Statistics

• All reports available through State Profiles and select National Profiles reports have been updated with Fatality Analysis Reporting System (FARS) and Motor Carrier Management Information System (MCMIS) crash data.
• The State Profiles section includes reports for the years 2005–2009, using the September 24, 2010 MCMIS data snapshot and 2009 FARS data. These reports present summarized crash statistics by State for large trucks and buses involved in fatal and non-fatal crashes that occurred in the United States.

Gotham

The following Gotham reports have been updated with new enhancements:

• The SMS BASIC Measures have replaced the SafeStat measures in the following reports: HHG carriers, Passenger carriers, HM/Shipper carriers, New Entrant Inventory report and New Entrant Assignment report. These reports will also identify carriers that are marked as "High Risk".
• Inappropriate Activity report now includes a new option to filter carriers who have had an application dismissed by the NAS (National Applicant Screening) system. This new option only supports HHG and Passenger carriers.
• Enforcement Tracking – New report for the service centers to track carrier follow-up to open NOC cases

• Large Truck and Bus Crash Facts 2009: Early Release* was added to the National Profile Reports area under Crash Facts. This report contains descriptive statistics about fatal, injury, and property damage-only crashes involving large trucks and buses in 2009. Select crash statistics on passenger vehicles are also presented for comparison purposes.

The State Safety Data Quality (SSDQ) evaluation was updated with two new performance measures and modifications to the SSDQ methodology. These updates are now reflected in the Mapping Tool and the SSDQ Historical report. This data update is based on the September 24, 2010 Motor Carrier Management Information System (MCMIS) snapshot and 2009 Fatality Analysis Reporting System (FARS) data.

• The SSDQ Mapping Tool enables users to create a map with SSDQ performance measure data. The tool has been updated with the two new inspection measures.
• The Historical report, accessible from the left-side navigation bar, has been updated to display the new performance measures.

Passenger Carrier Safety

• The November 3, 2010 Passenger Carrier Safety release is now available. This release is based on the updated SafeStat results using data as of October 22 2010. Access the Passenger Carrier Safety module.

Feature of the Month

• This month's feature showcases the Roadside Inspection Activity Summary report available in the Safety Programs module

Data Quality

State Safety Data Quality

The State Safety Data Quality (SSDQ) evaluation has been updated with new performance measures and modifications to the SSDQ methodology. The updates to the SSDQ evaluation have been previewed on the website since March 2010 under the 'Proposed New Measures' area. The 'Proposed New Measures' area has been removed and all modifications are reflected in the SSDQ evaluation reports. The SSDQ evaluation reports in the Evaluation Area have been updated based on the September 24, 2010 Motor Carrier Management Information System (MCMIS) snapshot and 2009 Fatality Analysis Reporting System (FARS) data and enhanced with the features described below.

• Two new inspection measures, Inspection Record Completeness and Inspection VIN Accuracy, have been added to the SSDQ methodology. These measures evaluate the completeness of driver and vehicle inspection data, as well as the completeness and accuracy of inspection record vehicle identification numbers (VINs).
• The Rating Criteria for the Crash and Inspection Timeliness Measures has been modified. The "good", "fair" and "poor" criteria have each increased by a value of 5.
• The SSDQ Overall State Rating now includes the two new inspection measures as well as the modified criteria for the Crash and Inspection Timeliness Measures. The Overall State Rating also now requires one "good" crash measure, one "good" inspection measure, and no "poor" measures in order for a state to receive a "good" overall rating.
• The Fatal Crash Completeness measure has been updated to use 2009 FARS data to calculate the percentage of fatal crash records.
• The Non-Fatal Crash Completeness measure has been updated to use an average of 2007, 2008 and 2009 FARS records as input data to determine the percentage of non-fatal crash records reported.
• The SSDQ Methodology document has been updated to reflect the addition of the two new inspection measures and modified criteria for the Crash and Inspection Timeliness Measures and the Overall State Rating.

This release also includes the ability to print all reports related to a State Safety Objective or National Program Element with one click.

MCSAP Program

State Safety Performance Measures (SSPMs)*

• The State Safety Performance Measures (SSPMs) tool is now available in the MCSAP Program area of A&I. SSPMs are designed to assist states with identifying commercial motor vehicle safety problem areas and corresponding safety objectives. Two measures have been developed; Domiciled Carrier Safety and Operating Carrier Safety. These measures are produced by aggregating carrier data in CSA 2010's Safety Measurement System (SMS) for the seven Behavior Analysis Safety Improvement Categories, or BASICs.

Data Quality

FARS/MCMIS Matching Tool*

• The National and State FARS/MCMIS Matching Tool* has been updated to reflect matching results using the December 18, 2009 MCMIS data snapshot and the 2008 FARS data. This tool provides States with crash information that can be used to reconcile differences between the FARS and MCMIS databases. Records are presented in sets as "matched", "potentially matched", and "not matched".
• The data displayed as part of the "Records Potentially Matched" tab has been enhanced to include the names of all FARS vehicle types. The MCMIS records potentially matched to FARS non-truck and bus records include all vehicle types. The names of the non-truck and bus vehicle types are grouped into the categories of automobile, utility vehicle, van, light truck, motor home, motorcycle, and other.

MCSAP Program

State Quarterly Report and CVSP Data Dashboard

• This tool provides a single location to assist states with preparing their Motor Carrier Safety Assistance Program (MCSAP) Formula Grant Quarterly Reports and monitoring MCSAP activities identified in their Commercial Vehicle Safety Plans (CVSPs). The tool will provide quarterly and fiscal year-to-date data to support reporting on select National Program Elements, including Driver/Vehicle Inspections, Traffic Enforcements, and Compliance Reviews, and data that may assist states with monitoring progress toward State-specific CMV Safety Program Objectives. Data will be updated at the end of each quarter, within the fiscal year, with the next update planned for March 2010.

Expanded Safety Programs Analysis Now Available from A&I Online

• A&I Online's Program Measures module has been totally redesigned and renamed "Safety Programs" to reflect its focus area. The updated module provides information and analysis on FMCSA's Review, Roadside Inspection, and Traffic Enforcement safety programs, and offers new analysis capabilities.
  
  New features include more frequent updates as we move to a monthly rather than annual cycle, new reports, and expanded report filtering and sorting. For example, most reports can be viewed three ways (1) aggregated national data, (2) national data by state, and (3) data at a state specific level.
  
  Additional improvements allow users to:
  • Generate reports by calendar year or fiscal year
  • Breakout state/federal activity
  • Filter by Carrier Domicile
  • Filter Reviews by Carrier Type

• The Analysis of FMCSA's Revised Civil Penalties (1995–2006): A Follow-Up Study report updates a 2004 study of the effectiveness of the revised civil penalties established in the Transportation Equity Act for the 21st Century. The 2004 study focused on the impact of the revised civil penalty schedule on the dollar amount of fines assessed to carriers and on the number of violations assessed. This follow-up report reevaluates those findings, using more comprehensive data.

• We are in the process of updating the reports located on the GOTHAM site. The following reports have been enhanced:
  • 4 Prioritization reports:

    • Conditional Carriers — listing of carriers that had a conditional or unsatisfactory rating for their previous compliance review.

Passenger Carrier Statistics

• A Passenger Carrier Statistics module has been added to A&I. This new module currently provides a summary of applications entered or granted for passenger carrier authority within the past 5 years, and other reports covering review, safety audit, inspection and violation information on passenger carriers and vehicles.

  The reports provide options to choose fiscal or calendar year, vehicle type where appropriate, and carrier domicile including United States, Canada, and Mexico.

Program Measures

Traffic Enforcement sub-module

• All reports in the Traffic Enforcement (TE) sub-module have been updated to include 2008 Traffic Enforcement data. Passenger Carrier Safety

Program Effectiveness

• The Program Effectiveness area has been significantly enhanced in the latest release of A&I. This new module makes the annual results from the FMCSA Program Effectiveness Models available as customizable Web reports. National results as well as state specific results are just two of the report types available to users of this module.. The objective of the FMCSA's Program Effectiveness research is to measure the effectiveness of the FMCSA Safety Programs. The Compliance Review Effectiveness Model and the Intervention Model provide estimates of the beneficial impact of these programs on reducing crashes resulting in lives saved and injuries avoided.

Crash Statistics

• The Crash Statistics Mapping Tool* has been updated to show the most recent five years of crash data and three years of inspection data through June 2008 from the December 19, 2008 Motor Carrier Management Information System (MCMIS) data snapshot. The mapping application, located in the State Profiles area, allows users to dynamically generate, display, print, and download maps and tables with crash and roadside inspection data.
• National Profiles includes two updated reports in the State Comparison area.
  • The State Level Commercial Motor Vehicle (CMV) Fatality Rate per 100 Million Total Vehicle Miles Traveled, 2002–2007 report was updated. It provides a commercial motor vehicle fatality rate for each State using total vehicle miles traveled (all vehicles).
  • The State Level Commercial Motor Vehicle (CMV) Fatality Rate per 100 Million Truck and Bus Vehicle Miles Traveled, 2002–2007 report was updated. The estimated fatality rates represent fatalities per 100 million truck and bus vehicle miles traveled.

A&I User Interface

FMCSA’s Analysis & Information Online (A&I) website, sponsored by the Analysis Division (MC-RRA), supported over 3.3 million user sessions during FY 2008. The website provides a broad spectrum of motor carrier related safety data and analysis and has been serving Federal and State enforcement staff, motor carriers and the general public with constantly updated Federal and State collected safety data since 1998.

In the decade since its release, web users’ data needs have grown significantly and there have been dramatic advancements in the tools and technologies available to web developers to meet this demand.

As a result, the A&I development team has embarked on an extensive update of the site which includes both the user interface and underlying database system.

The improvements will be released in phases with the current release including the site's "Home", "What’s New", "Contacts" and other static support pages and the A&I Data page. Additional releases are planned on a monthly basis over the coming year.

The planned enhancements include:

• FMCSA’s standard interface design
• A new, more expansive home page with more direct links to A&I’s data modules
• Consistent use of navigation, expanded report filtering and new functionality
• More frequent updates to reports and their underlying data

• The MCMIS and DataQs Supplemental Reports in the Monitoring Area have been updated with the September 26, 2008 data snapshot.

State Data Analysis Reports*

• State Data Analysis Reports* are now included in the Improvement Area. These new reports provide additional information to assist States in identifying and monitoring their State's data quality activities that directly impact the monthy SSDQ evaluation. Report titles identify the SSDQ measure each report complements. In addition, each report includes a report description and the ability to download the report data for further analysis. Reports will be updated monthly to coincide with the monthly SSDQ update. New reports include:
  • Crash Timeliness — Monthly Analysis
  • Crash Accuracy — Records Reported by Badge #
  • Inspection Timeliness — Monthly Analysis
  • Inspection Timeliness — Records Reported by Inspector ID
  • Inspection Timeliness — Records Reported by Inspection Facility Type and Inspection Level
  • Inspection Accuracy — Records Reported by Inspector ID

Previous release of A&I Online — October 7, 2008

SafeStat

• The October 7, 2008 SafeStat release and Inspection Selection System-D (ISS-D) results are now available in SafeStat Online for all Interstate and Intrastate carriers. This release is based on data as of September 26, 2008.

Crash Profiles

• * The National Profiles section now includes eighteen (18) updated FARS reports that are available through the State Comparison area. These reports contain descriptive statistics about fatal crashes that involved large trucks, motor coaches, and buses. Data are presented by State for 1994–2007.
  
  * These reports are also available in Analysis Results and Reports module.

Passenger Carrier Safety

• The October 7, 2008 Passenger Carrier Safety release is now available. This release is based on the updated SafeStat results using data as of September 26, 2008.

FMCSA Tools

Driver Information Resource*

• The October 7, 2008 Driver Information Resource (DIR) data release is now available. This release is based on the September 26, 2008 MCMIS data snapshot. The DIR provides a web-based lookup capability that allows FMCSA and State enforcement personnel to search, via a secure password, a driver’s crash and inspection history by driver name, commercial driver license number or carrier identification information.
  
  * The DIR is available on a secure area of the A&&I Online and can only be accessed by authorized FMCSA and State Enforcement users.

• The About Statistics* section has been updated with the quarterly release of State Crash Records (formerly called "Safety Plan Crash Data"). The data have been updated based on the June 20, 2008 MCMIS data snapshot. A file is generated for each State and it contains fatal and non-fatal crash records reported by the States to MCMIS and fatal crash records from the FARS. Each file now contains MCMIS records from 2002 – 2008 and FARS records from 2002 – 2006.
• The Crash Reporting Status — Quarterly Updated Reports*, located in the National Profiles section, have been updated for the years 2003–2008 from the June 20, 2008 MCMIS data snapshot. These reports provide summarized statistics on the National Governors' Association (NGA) reportable crash records for each service center and State.

NAFTA Safety Stats

• The NAFTA Safety Stats reports have been updated using the June 20, 2008 MCMIS data snapshot. This update includes motor carrier census, roadside inspection, traffic enforcement, compliance review, and crash data up to June 20, 2008.* The US and Mexican Carrier Report has also been updated.

* New Level VI inspections (North American Standard Inspection for Transuranic Waste and Highway Route Controlled Quantities (HRCQ) of Radioactive Material) are now included in the Inspection Level reports in the Inspection Statistics and Commercial Zone sections.

Data Quality

FARS/MCMIS Matching*

• The FARS/MCMIS Matching Tool now has the capability for States to add review comments on each record evaluated. Comments can describe actions to be taken or reasons why records may not match. This tool provides States with crash information that can be used to reconcile differences between the FARS and MCMIS databases. Records are presented in sets as "matched," "potentially matched," and "not matched".
• The National and State FARS/MCMIS Matching Tool results have been updated to reflect matching results using the June 20, 2008 MCMIS data snapshot.
