Public Safety Broadband Demonstration Network Testing

The PSCR program has established a test plan with three major phases of testing and evaluation. The PSCR program is also developing a conformance and performance test process with industry fora.

All test results the PSCR program publishes will be non-attributable to the industry stakeholder.

Please send questions or feedback to 700MHz@its.bldrdoc.gov.

Three-Phase Test Plan

Stakeholders who have an executed CRADA will have access to the detailed test procedures and work with PSCR in refining those in future updates of the test plan.

Phase 1: Basic Functionality Testing

» Phase 1: Basic Functionality Tests, (APR 30, 2012) is available here — click to open or right-click to save or download the PDF.

Basic functionality testing will determine if the LTE equipment submitted for use in the PSCR demonstration project has been configured correctly to achieve a minimal level of functionality. Tests will include:

  • Physical layer tests to ensure that the submitted equipment will not interfere with other existing 700 MHz LMR, PSCR demonstration systems

  • Messaging/protocol tests

  • Public safety application tests

  • Basic performance tests

Phase 2: System and Node-Level Testing

» Phase 2 has been placed on an indefinite hold.

Phase 3: Advanced Feature, Conformance, Interoperability, and Roaming Testing

» Phase 3 Part 1: Network Interoperability & Drive Test, (DEC 10, 2012) is available here — click to open or right-click to save or download the PDF.

Conformance and Performance Test Process

PSCR is developing a conformance and performance test process with industry fora for both UE and EPC infrastructure. This process will be posted here when available.
