DOE Functions, Responsibilities and Authorities (FRA)
The Office of Health, Safety and Security is responsible for developing and maintaining the Department's Directives that address safety management functions, responsibilities and authorities (FRA). The functions, responsibilities and authorities are derived from various statutes and regulations and DOE safety policies, orders, notices and Secretarial Memoranda. See the DOE Safety Management FRA Matrix below (under development).
DOE O 450.2 Integrated Safety Management requires that "Line management and support organizations, with safety management responsibility, must develop, issue, and maintain, separately or as part of the ISM System Description Document, an organizational Functions, Responsibilities, and Authorities (FRA) document….."
