The Bureau of Oceans and International Environmental and Scientific Affairs, often referred to as “Oceans, Environment and Science” or “OES,” was created in 1974 by Congress.
Today, OES is headed by Assistant Secretary Dr. Kerri-Ann Jones and works to advance U.S. foreign policy goals in such critical areas as climate change, renewable energy, resource scarcity, polar issues, oceans policy, infectious diseases, science and technology, and space policy, to name a few.

“The global problems that we are facing today have taken on a new urgency. The world has grown smaller and more interconnected. The issues of climate change, environmental degradation and food shortages, the challenges of managing shared resources from our oceans to the realms of outer space, and the existence of pandemic influenza virus – are glaringly obvious and immediate challenges.”
– Assistant Secretary Jones at the World Science Forum
