Keith Washington is the Acting Associate Administrator for Administration for the Maritime Administration (MARAD).  In this role, he serves as the principal advisor to the Administrator and the MARAD executive management team on matters related to human resources, procurement, information technology, management planning, and the coordination of a full range of logistical and administrative support services. He also provides oversight of mission support functions for the U.S. Merchant Marine Academy.

Mr. Washington’s other roles at the U.S. Department of Transportation (DOT) include the  Deputy Director, Departmental Office of Human Resource Management, Office of the Secretary.  In this key role, he is responsible for leading and evaluating Departmental human resource management policies for a large Cabinet level agency in the following areas: recruitment and staffing, position classification, pay, labor and employee relations, learning and development, workforce planning, executive resources, work and family life, employee benefits, automation, performance management, and accountability for mission accomplishment.  

Mr. Washington has held other key positions at DOT including the Associate Director for Human Resources Policy and Oversight as well as the Executive Manager for the Air Traffic Executive staff at the Federal Aviation Administration (FAA). He contributed significantly to the Department’s “Green” rating under the President’s Management Agenda for Strategic Management of Human Capital.  As Chair for FAA’s Corporate Core Compensation Implementation Team, Mr. Washington directed a team that developed comprehensive training for FAA managers and employees on the FAA’s performance-based compensation system.  

Mr. Washington is a native Washingtonian and successfully completed the Key Executive Program at the American University.  He has a Master’s of Public Administration from the American University and a B.A. in Political Science (cum laude) from American University. He is a recipient of the President’s award for community service.
