Environmental Quality Incentives Program

FY 2013 Application Ranking Deadlines (There will be three application ranking periods for FY 2013.)

December 21, 2012 (Period 1)

February 15, 2013 (Period 2)

April 19, 2013 (Period 3)

The Environmental Quality Incentives Program (EQIP) is a voluntary program that provides technical and financial assistance to agricultural producers and forest land owners who want to improve and protect the condition of soil, water, air, plants and animals.

NRCS provides financial compensation for part of the cost of establishing and maintaining conservation practices that improve the natural resources on your land.  Financial assistance payments are provided to eligible producers based on a portion of the average cost associated with practice implementation.  Additional payments may be available to help producers develop conservation plans which are required to obtain financial assistance.  Historically underserved producers (limited resource farmers/ranchers, beginning farmers/ranchers, socially disadvantaged producers, Tribes) may be eligible for a higher practice payment rate for the implementation for conservation practices and conservation plans.

FY 2013 Practice Payment Rates

The following document provide a listing of all eligible FY 2013 EQIP practices and their payment rates.  For both the State and national initiatives being offered in Rhode Island, there is a limited suite of practices that will be eligible for FY 2013.  For information about the practices eligible for a specific initiative, please select the appropriate link in Special Initiatives for FY 2013 below.

Program applications for the Environmental Quality Incentives Program (EQIP) are taken by NRCS on a continuous basis.  Interested parties may submit an application any time during the fiscal year.  Once received, applications will be prescreened to determine if the application is of high, medium, or low priority.  In essence, the prescreening tool determines if the applicant is ready to select eligible conservation practices from his or her approved conservation plan so that his or her application can be ranked in the Application Evaluation and Ranking Tool.  All prescreened applications that are prioritized as high or medium will be ranked in the next application ranking period.

Special Initiatives for FY 2013

National On Farm Energy Initiative  (PDF, 137 KB) This document requires Acrobat Reader. - The Farm Bill provides authority to use the Environmental Quality Incentives Program for payment of practices and conservation activities involving the development of an agricultural energy management plan (AgEMP). The energy initiative is designed to help producers improve energy efficiency on their agriculture operations. This initiative provides funding for individual on-farm energy audits intended to save both money and energy when fully implemented.

National Seasonal High Tunnel Initiative - NRCS has established a national high tunnel initiative. Agricultural producers can apply to receive financial and technical assistance to help NRCS test the conservation benefits and effects of high tunnels (also known as hoop houses) in practical, real-world situations.

National Organic Initiative - NRCS is now offering technical and financial assistance for conservation practices related to organic production through the Environmental Quality Incentives Program (EQIP) organic initiative. The assistance from the Natural Resources Conservation Service (NRCS) through the EQIP program helps producers plan and implement conservation practices to allow their organic operations to be environmentally sustainable.

National Water Quality Initiative - NRCS is offering technical and financial assistance to farmers and forest landowners interested in improving water quality and aquatic habitats in priority watersheds with impaired streams.  In Rhode Island, the three impaired watersheds include the Sakonnet River, Tomaquag Brook-Pawcatuck River, and Upper East Passage.

New England - New York Forestry Initiative - The goal of the New England / New York forestry initiative is to expand stewardship opportunities for private forest lands (lands with existing tree cover or that is suitable for growing trees) through forest land planning. Conservation practices that improve wildlife habitat, forest health and productivity, and water quality are offered through this initiative.

Rhode Island Air Quality Ozone Initiative - This initiative will provide funding for conservation practices that have an impact on reducing ozone that is created as a result of agricultural activities.
