Planning

The Omaha District plays a pivotal role in managing the nation's water resources and assisting the military.

By applying a structured, rational approach to identifying and determining solutions to the nation's complex water resource problems, planning engineers look to solve problems and provide solutions in areas of environmental planning and compliance, ecosystem restoration, flood damage reduction and cultural resources. Planning is an important resource for the public in prosecuting a comprehensive water resources development plan.

In addition to possessing the knowledge, skills and insights of professionals from many of the natural, social and engineering sciences, Corps planners seek input from the public (i.e., homeowners, businesses, environmental advocates, Native American Tribes and interest groups) and agencies (i.e., federal state, regional and local) to arrive at a solution.

The Omaha District can provide technical assistance to local communities, states and federally-recognized Indian Tribes in support of their efforts to plan for the wise and prudent use of the nation's water and related land resources under Section 22 - Planning Assistance to States.

The Omaha District also has authority to construct small water resources-related projects, also known as Continuing Authorities projects, without specific congressional approval to assist customers within the Missouri River basin alleviate flooding impacts, reduce erosion and restore ecosystems.

Projects that do not meet the criteria for the Technical Assistance or Continuing Authorities programs require specific congressional authorization and fund appropriation under the Corps' General Investigations Program.
