Job Summary:
A successful candidate in this position will serve as the Director of the Planning and Budget Division (P&BD) within the Office of the Chief Financial Officer (CFO), U.S. Department of Energy (DOE), Oak Ridge Office (ORO). The incumbent is responsible for the coordination of all phases of the DOE budget planning, formulation, and execution activities of the complex multi-appropriation, multi-billion dollar funding structure of ORO.  This responsibility involves major decisions, recommendations, and actions which have a direct and substantial effect on the overall financial operations of major DOE contractors, ORO, and DOE.

Duties: 

The incumbent will serve as the Director of the Planning and Budget Division (P&BD) within the Office of the Chief Financial Officer (CFO), U.S. Department of Energy (DOE) Oak Ridge Office (ORO).  The incumbent is responsible for the coordination of all phases of the DOE budget planning, formulation, and execution activities of the complex multi-appropriation, multi-billion dollar funding structure of ORO.  This responsibility involves major decisions, recommendations, and actions which have a direct and substantial effect on the overall financial operations of major DOE contractors, ORO, and DOE. 

 

Specific duties include:

-Determining the goals, objectives, and priorities of the P&BD, within the overall goals and objectives of the Headquarters (HQ), field, and local CFO organizations;

-Overseeing the formulation, review, and revision of annual, multi-year, and multi-appropriation budgets, for major DOE contractors and ORO, involving nationwide programs within overall DOE budget policies and procedures and in accordance with program guidance provided by Headquarters program managers;

-Interpreting DOE, Office of Management and Budget, and Congressional budget policies, procedures, and allowances to ORO senior managers, major DOE contractor representatives and office subordinates;

-Negotiating with major DOE contractors, ORO personnel, and managers on matters of completeness and validity of budget submissions and makes decisions on necessary changes, additional information, and/or further development of budget justification materials and supporting documentation;

-Participating in the strategic planning and evaluation process relating to the establishment of long-range resource requirements, setting budgetary ceilings, projections of overhead distribution, and identification and resolution of policy issues having budgetary impacts;

-Directing and reviewing the preparation of action papers to top ORO and HQ managers highlighting and raising major budget and policy issues and decision requirements;

-Reviewing and commenting on proposed Departmental directives applicable to budget activities to determine the impact on the budget policies and procedures of ORO and major DOE contractors;

-Supervising and directing the development, implementation, and maintenance of automated budget systems for DOE;

-Ensuring the administrative control funds policies, procedures, and systems adequately and;

-Performing the complete range of supervisory and managerial functions for the P&BD.


Qualifications Required: 


You must clearly demonstrate in your resume at least one year of specialized experience equivalent to a GS-14 in the Federal service.  This experience may have been obtained in either the private or public sector. You must meet all qualification requirements within 30 days of the closing date of this announcement.

Specialized experience is defined as:

-Providing financial management and budgeting leadership, policy direction, and technical assistance for broad or highly complex assignments;

-Serving as an expert of a specialized area of budgeting;

-Establishing concepts, theories, or programs to resolve budgeting problems that are of central importance to the agency mission; and

-Implementing agency/corporate-wide budgeting systems.

- Knowledge of managerial and supervisory techniques and approaches
