Shane Kosinski is the Deputy Director for Operations for the Advanced Research Projects Agency-Energy (ARPA-E), responsible for oversight and operations of all ARPA-E programs. Previously, Kosinski served as the Acting Deputy Director for ARPA-E. In this position, he was responsible for leading the Department-wide effort to stand up the ARPA-E Program Office and for developing the means to efficiently and effectively obligate Recovery funding for ARPA-E.

Prior to his work in ARPA-E, Kosinski worked in the Department of Energy’s Office of the Chief Financial Officer. During this time, he led several agency-wide efforts for the 2009 Presidential Transition and the American Recovery and Reinvestment Act of 2009. Kosinski’s analytical work focused on policy and financial issues for the Office of Energy Efficiency and Renewable Energy and the Office of Fossil Energy. During his time in the CFO’s Office, Kosinski led several studies for DOE on implementation of the then recently authorized ARPA-E.

Kosinski entered the federal government through the competitive Presidential Management Fellows Program and began his federal career at the Treasury Department. During this time, Kosinski held several positions that focused on streamlining and improving Department-wide management operations. Kosinski has a B.S. in Economics and B.A. in Biological Science from Binghamton University. He earned a M.A. in Economics from the University at Albany.
