PCU 5: Travel/Transportation Management

Description of Job Duty Competency to be Achieved

The ability to interpret and apply regulations relating to government travel and transportation.


Description of Need

This ability is needed to ensure travel and transportation requirements are met in a timely and accurate manner and are in accordance with all government travel regulations.


Specific Job Task Skills and Knowledge

1. Coordinate all travel arrangements for government travelers.

2. Complete/review all travel documents.

3. Coordinate arrangements for conferences and meetings.

4. Maintain through updates and/or training a current knowledge of all federal government travel regulations and procedures.

5. Advise office staff on travel entitlements and restrictions.

6. Arrange all Permanent Change of Station (PCS) transportation as required.


Instructional Components

Instructional Component 5.1: Utilize mentoring program and Regional Administrative guide described in PCU 1. [all]

The mentoring program, as well as inclusion of the Administrative Management Guide on line, is to be implemented by Regional Administrative Management contact points.

Instructional Component 5.2: General Services Administration (GSA) and Administrative Support Center (ASC) web sites. [all]

GSA's Office of government wide Policy Federal Travel Regulation is located at GSA's web page: policyworks.gov. At this site select Travel Management.

The NOAA Travel Handbook, providing NOAA policy on government travel, including the Citibank Visa Travel Card, can be viewed on NOAA's web page: www.rdc.noaa.gov/~finance/travel.htm, as well as links from all ASC home pages. ASC home pages are:

  • CASC (www.casc.noaa.gov)
  • EASC (www.easc.noaa.gov)
  • MASC (www.masc.noaa.gov)
  • WASC (www.wasc.noaa.gov)
  • The Coordinator for the Citibank Travel Card is Marilyn Land, NWSH. If you have questions regarding the Citibank Travel Card or completion of the Citibank forms, you may call her.

    Instructional Component 5.3: Regional Administrative Management Division (AMD) contact points/office visits as needed. [all]

  • Office visits from the Administrative Management Division contact points for travel, budget, property, EEO or additional concerns are coordinated with the Chief of Administrative Management.

    Instructional Component 5.4: GSA 3-day class on government Temporary Duty (TDY) travel. [1-5]

    The annual course schedule, and registration information for this class is listed on GSA's web page: www.midatlantic.gsa.gov/fss/travel/training.htm. The Training Manager for all courses is Nancy Murphy. Questions regarding this training may be directed to Nancy.

    Instructional Component 5.5: GSA seminars and symposia on travel/transportation topics. [all]

    Each of the GSA eleven Regions conduct workshops offering government travel information. These workshops are held in various cities throughout their regions. Presently information about this training is mailed to all National Weather Service contact points. However, due to a change in GSA's Travel Management Program, future information may be sent to NWS regional contacts only. The regional contacts would share the information with the field offices.
