PCU 5: Perform Applied Research and Development for Innovations in Data Assimilation

Description of Job Duty Competency to be Achieved

Use science and technology to develop new techniques and procedures to improve data assimilation.


Description of Need

Applied research and development are necessary to enhance efficiency and accuracy of data assimilation operations.


Specific Job Task Skills and Knowledge

1. Identify areas of office operations which can be improved by development of new techniques and procedures.

2. Survey possible methods to accomplish enhancement.

3. Use available resources to effect enhancements.


Instructional Components

Instructional Component 5.1: - Various Mechanisms: PCU #11, Model Calibration and Hydrologic Procedure Development PDS. Various forms of training found in this PCU cover knowledge, skills, and abilities needed to develop data assimilation techniques and procedures.

Instructional Component 5.2: On-Station Training: Regional/Local HAS Workshops. Applied research and development activities may be covered during regional/local HAS workshops.

Instructional Component 5.3: - Vendor-Provided Training: Database Applications. Office personnel will receive training from commercial vendors on database applications as necessary. This training may be provided on-station or off-station at a location specified by the vendor.

Instructional Component 5.4: - Station-led Training: Development Teams. As necessary, local teams within each RFC will be formed to develop data assimilation applications and receive one-on-one training from local subject matter experts.

Instructional Component 5.5 - Station Library: Computer Applications Reference Materials. Each RFC will maintain a library of texts on operating systems, programming languages, database management systems, and other topics relevant to the development of data assimilation applications.

Instructional Component 5.6 - Station Library: Statistics Texts. Textbooks on statistics will be kept in station libraries to serve as reference materials for individuals developing improved approaches to hydrometeorological verification.
