A Step by Step Process on how to Submit and Use Templates with Franking
Note: Templates are authorized for use during one session of Congress
The Initial Request
You must submit the initial request just as you would any other Franking request with the following items:
- Advisory Opinion Request Form - be sure to check the Template box in the Material Type section of this form
Note: The initial submission may be used for an upcoming event (just mark the date/time/location in the comments box or submit the communication with the date/time/location already filled in)
- Member Office Franking Certification Form - (signed by your Staff contact)
- One copy of the communication you wish to submit (phone script, e-mail, advertisement, etc.)
Once your staff contact for the request receives a Preliminary Approval e-mail you must then provide the Franking Commission 4 original copies of the communication as it was distributed for an Advisory Opinion (Final Approval). You will use this same Advisory Opinion to submit to Finance for payment of expenses incurred for each corresponding use of the Template.
Additional Uses of the Template
Congratulations! You no longer need a Preliminary Approval prior to distribution for this Template.
BUT......you still must provide documentation for records and public disclosure within two business days of a subsequent use of an approved Template
Each corresponding time you use the Template, you must submit 3 copies of both:
- Notice of Use of an Approved Template
- The communication as it was used for that particular instance
