According to adoption law in Lithuania, foreign adoptions are legally allowed.  In practice, however, the Lithuanian government closely scrutinizes any adoptions of Lithuanian orphans by foreigners. Click on this link for full information on the intercountry adoption process from Lithuania.

Beginning April 1, 2008, the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption is in force for the United States.

Please note that beginning the week of April 06, 2009 immigrant visas are processed at the U.S. Embassy in Vilnius, Lithuania.
