Strategic Planning

As part of the Department of Commerce, NOAA's work is planned and organized strategically with respect to four Mission Goals and Mission Support. NOAA's goals exist with traditional Line and Staff Offices in a matrix organizational structure as is outlined in the NOAA Strategic Plan for FY2009-2014. NOAA's strategic planning is done in the framework of the Goals, while execution of the plan is carried out by NOAA's Line and Staff Offices. The figure below shows the intersections among NOAA's Lines and Goals, as well as relative levels of funding.

The domains of each goal are distinct yet interrelated, often sharing common science and technology challenges, partners, and stakeholder interest. For example, an EAM requires information on weather, water, and climate and must take into consideration commerce and transportation interests.

Planning, Programming, Budgeting, and Execution System (PPBES) is an integrated, requirements-based process that NOAA has adopted to link NOAA's strategic vision to drive annual investment and management priorities, programmatic and policy choices, and budget development, and provides a systematic approach to allocating resources optimally while maximizing programmatic impact.

The objectives of the PPBES are to:

  • Provide an essential focus on NOAA's policy, performance and priorities for functional activities.
  • Determine quantity and quality of required resources to support the national oceanic and atmospheric strategy.
  • Distribute available manpower, dollars, and material among competing requirements per NOAA resource allocation policy and priorities.
  • Convert program decisions on dollars and resources into requests for congressional authorization and appropriations.
  • Apply resources to achieve approved program objectives.
  • Adjust resource requirements based on execution performance.
  • Manage and account for funds to carry out approved programs.
