Motor Vehicles

USFK Reg 190-1 covers Motor Vehicle Traffic Supervision. For additional information contact the Provost Marshall or vehicle registration at Camp Humphreys, DSN 315-753-6609.

Hands-free devices must be used while operating a motor vehicle on ALL military installations worldwide.

Driver's License Testing

All servicemembers are eligible to apply for a USFK driver's license; servicemembers E-6 and below and their family members require approval from the first 0-5 in their chain of command. Servicemembers in the grade of E-7 and above and all command sponsored personnel may own and register a POV with USFK. Non-Command Sponsored service members in the grade of E-6 and below may be granted an exception to policy to own and register a POV with USFK by the first 0-6 in the chain of command and the responsible )-6 Area commander. The questions are based on the United States Forces Korea (USFK) driving rules. Your unit should provide you with the study manual. Many of the road signs here are very different from the U.S. You will need to learn the signs. In addition, all service members must watch the "Drive to Survive" and "Winter Driving" instructional videos before obtaining a USFK driver's license.

Registering Vehicles on Base

SOFA status personnel will register their Privately Owned Vehicle (POV) IAW the provisions of this enclosure and USFK Regulation 190-1.  As verification of SOFA status, applicants must include a copy of their orders (military), a letter of employment from Civilian Personnel Advisory Center (CPAC) (DOD civilians), Air Force civilian workers and NSA workers from their own personnel agencies, or a USFK Form 700-19A-R-E (invited contractors).  If SOFA status personnel require the registration of a second POV, they may request an exception to policy IAW USAK Regulation 190-1.

As a general policy only one POV per sponsor may be registered within USAG Humphreys area of responsibility.  Families claiming dual sponsorship will provide the documents used to bring them to Korea (orders, employment contract, etc), which will be used to determine who is the sponsor.  Where these movement documents authorize shipment of a POV to Korea at no expense to the owner, the person will be entitled to register a POV.  Personnel not in a category below, will use an exception to policy to register a vehicle.

  • Personnel in a command sponsored status regardless of grade.  (NOTE: Personnel having partial command sponsorship are included, if authorized by sponsorship orders).
  • Personnel in a joint domicile status authorized a POV on their orders.
  • A member of the U.S. Armed Forces in the grade of E-7 or above.
  • DoD civilians in the grade of GS-5 or above and USFK technical representatives, or invited U.S. Government Contractors.
  • A U.S. citizens or third-country nationals employed as an invited contractors, who have SOFA privileges.
  • Any member of the USFK or its civilian component authorized shipment of a POV to the ROK at Government expense.

All personnel when registering a vehicle must go to Pyeongtaek Vehicle Registration Office (SOFA Registration) with all required documentation. 


New Vehicle Purchase

Required Documents for Registration:

  • All documentation from dealer showing purchase.
  • USFK Drivers License
  • Proof of insurance (insured's name must match registered owner (unless Power of Attorney is used (POA)).  NOTE:  USAA or Local INS Co. “ONLY” Korean Law.
  • Vehicle Identification Number (VIN) must match insurance documents.
  • Exception to Policy for 2nd POV (if applicable)
  • USFK Form 31EK (Application for Registration of USFK Privately Owned Vehicle)


Shipping in a Vehicle

Required Documents for Registration:

  • Proof of insurance (insured's name must match registered owner (unless Power of Attorney is used (POA)).  NOTE:  USAA or Local INS Co. “ONLY” Korean Law.
  • Vehicle Identification Number (VIN) must match insurance documents.
  • USFK Drivers License
  • Title of vehicle or import/customs shipping documents.
  • USFK Form 31EK (Application for Registration of USFK Privately Owned Vehicle).
  • 1,800 WON for temporary license plates and 12,800 WON for permanent plates


Shipping out a Vehicle

Required Documents for Registration:

  • USFK Form 32EK (Application for Cancellation of USFK Privately Owned Vehicle)
  • USFK Form 207(AUTO) Military Registration and Certificate of Title of Motor Vehicle Non Transferable
  • Korean Registration (Form 33331-00211)
  • Privately Owned Vehicle export work sheet
  • Proof of Insurance (insured's name must match registered owner (unless Power of Attorney is used (POA)).  NOTE:  USAA or Local INS Co. “ONLY” Korean Law.
  • USFK Drivers License
  • Import/Customs shipping documents
  • 1,800 WON for temporary license plates and 11,000 WON for deregistration fee


Selling a Vehicle (SOFA to SOFA) 

Required Documents Buyer and Seller:

  • USFK Form 31EK (Application for Registration of USFK Privately Owned Vehicle). (Buyer)
  • Bill of Sale (USFK Form 20)  NOTE:  Bill of sale is valid for 15 days only. (Buyer)
  • Proof of Insurance (insured's name must match registered owner (unless Power of Attorney is used (POA)) (Buyer).  NOTE:  USAA or Local INS Co. “ONLY” Korean Law.
  • USFK Drivers License (Buyer)
  • Valid ID Card (Buyer)
  • USFK Form 32EK (Application for Cancellation of USFK Privately Owned Vehicle) (Seller)
  • Bill of Sale (USFK Form 20)  NOTE:  Bill of sale is valid for 15 days only. (Seller)
  • Vehicle Safety Inspection within 30 days.  (Seller)  (required on all vehicles more than two (2) years old by manufacture date)
  • USFK Form 207(AUTO) Military Registration and Certificate of Title of Motor Vehicle Non Transferable (Seller)
  • Korean Registration (Form 33331-00211) (Seller)


Selling a Vehicle (SOFA to Non-SOFA) 

Required Documents Buyer and Seller:

ATTENTION:  Due to emission control and vehicle specification requirements, selling any vehicle to a Korean National that was purchased from any Country outside of Korea is very expensive and can take months to complete.

  • Memorandum of justification.
  • USFK Form 195EK (Application for DOD Vehicle Registration Decal).
  • Korean registration (Form 33331-00211).
  • Vehicle Safety Inspection within 30 days.  (required on all vehicles more than two (2) years old by manufacture date).
  • Proof of insurance (insured's name must match registered owner (unless Power of Attorney is used (POA)).  NOTE:  USAA or Local INS Co. “ONLY” Korean Law.
  • Vehicle Identification Number (VIN) must match insurance documents.
  • ROK Drivers License
  • Copy of ID Card (front and back)
