Port Manchac Ph I
Location
Port Manchac, LA. The target property consists of 10 acres, adjacent to active operations of the Port Manchcac Distribution Center (Port) facility. It is situated at the northeast corner of the Port. The Port itself is located at 31450 Highway 51 South to the east of Interstate 55/U.S. Highway 51 and the Canadian National/Illinois Central railroad and to the north of North Pass.
Purpose
The Targeted Brownfields Assessment (TBA) program is designed to help states, tribes, and municipalities minimize the uncertainties of contamination often associated with Brownfields. Through the program the New Orleans District has been able to obtain funding to perform Phase I, II, and III Environmental Site Assessments (ESAs) to begin the process of redevelopment based on community visions. The New Orleans District has successfully partnered with the LADEQ and EPA-Region 6 in conducting several of these ESAs.

Status
Phase I ESA was completed in October 2007
Benefit to the Community & Project Features
Brownfields are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. Cleaning up and reinvesting in these properties takes development pressures off of undeveloped, open land, and both improves and protects the environment.

Scope
Pursuant to acquisition of the property, the Commission has requested the assistance of the USACE to conduct an ESA of the property in accordance with applicable portions of American Society for Testing and Materials (ASTM) Standard E 1527-05 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process in order to identify recognized environmental conditions (REC) located on or in the vicinity of the property.
In order to characterize environmental conditions for the project, USACE:
- Reviewed Federal, state, and local environmental databases
- Conducted historical research
- Interviewed pertinent personnel
- Performed a site investigation
