Home Visiting Models

The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program authorizing legislation requires 75 percent of grant funding be spent on program models that are proven to be effective.

To assist participating States, allow for experimentation with new models and adaptations and build on the existing evidence base, the U.S. Department of Health and Human Services created Home Visiting Evidence of Effectiveness (HomVEE). 

HomVee reviews the home visiting research literature against established criteria and provides an assessment of the evidence of effectiveness for home visiting program models that target families with pregnant women and children from birth to age 5. Any State or model developer may request a review by HomVEE to be deemed an evidence-based model.

Evidence-Based Home Visiting Service Delivery Models

HomVEE has reviewed 12 home visiting models that meet the HHS criteria for evidence-based models, including at least one high- or moderate-quality impact study with favorable, statistically significant impacts in two or more of the eight outcome domains; at least one of  the impacts is from a randomized controlled trial and has been published in a peer-reviewed journal; and at least one of the impacts was sustained for at least one year after program enrollment.
