TSA To Provide Several Artifacts to the Smithsonian National September 11 Collection

TSA Historian, Michael P.C. Smith, guest blogged today for the Smithsonian’s National Museum of American History blog. Here’s an excerpt from his post:

“This September, Americans everywhere will reflect on the events of a Tuesday morning a decade ago; a day which forever changed our country. However as we do this, many people are unaware of the history of the Transportation Security Administration (TSA) and the reasons for its creation.

The truth is that TSA has been, and will forever be, intimately linked to the events of September 11. The agency was created on November 19, 2001, shortly after the attacks, when the Aviation and Transportation Security Act (ATSA) was signed into law by President George W. Bush. This landmark legislation authorized the creation of a new federal government agency specifically designed to strengthen the security of the nation’s transportation systems while also ensuring the free movement of people and commerce."

Tenth Anniversary Report Card on 9/11 Commission Recommendations

I blogged recently on how far TSA has come and what we’ve done to meet the 9/11 Commission’s recommendations. If you haven’t read that post, take a few moments to review it and you’ll see just how much we’ve accomplished in all areas of aviation security.

New Technology, In-Flight Security, 100% Screening, Professionalized Workforce, Information Sharing and Detection…

There is no doubt that aviation security is safer than it was on 9/11. You’ll never eliminate the threats though… They’ll continue to evolve, and we are equipped to evolve with them.

A Bipartisan Policy Center report released yesterday somewhat echoes what I said in my post and cites specific TSA successes in the areas of information sharing, pre-screening and matching all passengers against government terrorist watch lists to keep travel secure.

In addition, TSA has made significant enhancements to improve technology and to protect passenger privacy. What we do have is a solid lineup of state of the art world class security technology that when used in conjunction with constantly improving processes and a well-trained staff, provides a safe and solid layer of security at our airports.  In fact, TSA has certified 10 Explosive Detection Systems and is a global leader in setting the standards for technology that safely screens passengers, luggage and air cargo. Advanced imaging technology (AIT), intelligence, behavioral detection officers, canine teams, and federal air marshals are also key parts of our layered approach. And with the adoption of automated target recognition software for AIT screening devices, we continue to improve passenger privacy.

Alone, each layer enhances security. Together, they provide a formidable defense that detects threats and deters potential attackers to keep the traveling public safe. And we’re always testing new technologies and procedures to enable us to evolve with the threats while improving passenger security and privacy.

TSA Remembers 9/11: Stories From Our Workforce

Each individual employee’s personal story is priceless to our legacy. It’s important for an agency to know how far they’ve come and who has helped pave the way. TSA’s Historian Project realized the importance of this and built an online tool called StoryLine to capture these stories. StoryLine allows our employees to share their stories via an internal page viewable by all TSA and DHS employees. The first installment of StoryLine stories are centered on 9/11 and how the day inspired people to make the decision to work for TSA.

The stories posted were so good that we wanted to share some of them with our readers. Here are few excerpts:
“I mostly remember the flags that clear bright September day. I know that sounds odd, and I should have remembered something more striking or sacred, or feelings of vengeance perhaps, but the flags spoke and expressed my feelings in a way I could not.” (Read the entire story)
“Grey concrete dust was thick, covering every surface including the trees and sound was muffled by the virtual insulation which was maybe six inches deep. The scene was surreal.” (Read the entire story)
“We asked the photographers to help us dig. To their credit they put their cameras down and helped us. We went to an NYPD emergency truck that was blown sideways like a toy. We grabbed some shovels and pickaxes and dug frantically until we realized the futility of it.” (Read the entire story)
“When the first tower collapsed it was so surreal. This wasn't happening, I had to leave and go home. When the second tower collapsed I felt emptiness, a disconnection from my husband. I waited by the phone to hear from my husband.... The only communication was from our cable TV. Friends and neighbor would stop by, hoping that my husband would call.” (Read the entire story)
“Being an Army-trained Combat Lifesaver, I immediately ran toward the destruction – as so many of us did. Rendering emergency first aid, carrying casualties, everything and anything to help in this disaster is what we did.  For 22 straight hours, we did whatever we could on that HeliPad.” (Read the entire story)
“Germany became hauntingly quiet. A despondency swept the nation. German nationals stopped Americans on the street to shake their hands and offer condolences… often without words. Yet language differences did not inhibit understanding.” (Read the entire story)
“We were assigned a photography mission to further document the devastation. I nearly became fixated while circling in a steep bank to allow a State Police photographer to document the core of the destruction. The sight was, at once, exhilarating, mesmerizing and woeful. To know what had been there, and to now see into the bowels of the Trade Center’s core was overwhelming. I had to fight myself back into reality and remember I was piloting a helicopter in extreme conditions at low level!!”  (Read the entire story)

I could go on about how these stories are examples of the patriotism and  dedication our employees share for TSA’s mission, but I think the stories will speak for themselves.

TSA 10 Years After 9/11

The 10th anniversary of the 9/11 attacks is quickly approaching and it's been nearly a decade since the Transportation Security Administration (TSA) was created in response to the attacks. As somebody who started in the beginning, it is incredible to look back and see how far we've come and how much more secure aviation is today. 

The one year anniversary of 9/11 was my first day with TSA at the Cincinnati-Northern Kentucky International Airport (CVG). I joined TSA for the same reason many of my colleagues did: I was appalled by the terrorist attacks of 9/11 and wanted to help in any way I could. We’ve had plenty of questions over the past ten years, but one of the most common questions we hear is, “How has TSA made travel safer?” 

Well, here are just a few of the many steps we’ve taken, including those we have taken to address specific 9/11 Commission recommendations over the past ten years: 
  • In-Flight Security – Hardened cockpit doors, Federal Flight Deck Officers, the Crew Member Self Defense Training Program and an expanded Federal Air Marshal Service, better protect the flight deck against an act of criminal violence or air piracy. 
  • 100% Screening – Through Secure Flight, 100% of passengers flying to, from, and within the U.S. are prescreened against government watchlists. TSA screens 100 percent of checked baggage for dangerous items including explosives, and 100% of all air cargo transported on passenger aircraft that depart U.S. airports is screened.        a-e-i-o-u .
  • Professionalized Workforce – The Transportation Security Officers (TSO) working at 450 airports today are hired through a rigorous vetting process and extensive training that did not exist for the contract personnel who worked the security checkpoints on 9/11. TSOs have an average of 3.5 years of experience on the job, compared with the average of 3 months of experience for screeners prior to 9/11. Prior to 9/11, turnover in the industry was over 125 percent – today, TSA’s turnover rate is 6.4 percent. 
  • New Technology – Today through Advanced Imaging Technology and Automated Target Recognition, we can detect metallic and nonmetallic threats including weapons and explosives concealed under layers of clothing on passengers without physical contact. And, using Advanced Technology X-ray, Bottled Liquid Scanners and Explosives Trace Detection (ETD) Technology, we can more efficiently and effectively screen luggage and belongings for potential threats. 
  • Information Sharing and Detection – Through Secure Flight, Travel Document Checking and collaboration with our international partners, we can identify passengers who pose a risk to security, verify someone is who they say there are, and better protect the entire global aviation system.
Threats to airline safety are constantly evolving and TSA must evolve with them. We deploy an array of unpredictable and visible deterrents, and use a layered security approach to keep the traveling public safe.

Secretary Napolitano Visits the Transportation Security Operations Center

As part of her CBS Evening News interview with Katie Couric discussing Osama bin Laden retaliation threats, Secretary Napolitano visited the Transportation Security Operations Center (TSOC) also known as the Freedom Center. 

The Freedom Center can be seen in the interview, and I’m guessing some of you might want to know a little more about it. I know it piques my interest when I see an operations center full of computers and giant displays. It makes me want to push buttons and stuff. Anyway,  it’s our main information center, where analysts monitor the entire transportation network and connect TSA with the Department of Homeland Security, Federal Aviation Administration, FBI, and other law enforcement and security agencies. When an incident happens such as a plane being diverted, a bomb threat, airspace violation, etc, the TSOC is fully involved in these types of scenarios. You can read more about the TSOC here.

You might wonder what that is in the photo that secretary Napolitano is being shown in the photo. It’s a memorial composed of a World Trade Center girder, Pentagon stone, and  a fragment from the wreckage of Flight 93. It serves as a reminder of why we do what we do and what we’re trying to prevent and all TSOC employees pass by it every day when they arrive at their jobs.

Remembering 9-11

When you go through security checkpoints, your mind is on making sure you got the metal out of your pockets and the liquids out of your carry-on bag and what gate you need to head to afterward. Your goal is to get through and get through quickly, which means no chit chat. No time to pay attention to people. Before I worked at TSA, it was the same for me.

Two years ago, TSA employees were given the chance to share their memories of 9-11 as part of a historical archive and a way to share our experiences as an organization. I read all of the stories that were submitted, and it was a humbling experience.

One of the men who works in my building was working in the Pentagon, in the innermost circle where the plane went in. When the smoke got to his area, he used the skills he learned in the Marines, got his gas mask, and joined his colleagues in rescuing others. There were a few stories of others from the Pentagon who came to TSA as well.

If you fly through Las Vegas, you might be screened by a woman who worked on the in the North Tower of the World Trade Center. She was in the office that morning, but left the building to run an errand, and just as she was returning, the first plane hit. She tried to get back in to help her boss and colleagues, but the firemen wouldn’t let her in. She came to TSA and has committed her service to her colleagues who died and the firemen who saved her life.

A member of the military lost a colleague in the World Trade Center and another one in the Pentagon. After he retired from active duty, he wanted to continue to serve his country, so he joined TSA as a bomb appraisal officer. He’s one of the guys who comes to resolve alarms and teaches officers about explosives detection techniques.

A law enforcement officer who lost family members on the plane that hit the Pentagon joined the Federal Air Marshal Service so he could work more actively to prevent another attack.

A Transportation Security Officer in Hawaii carries a picture of an usher at her niece’s wedding with her to work every day. Shortly after the wedding, he was on one of the planes that hit the World Trade Center.

There were stories of people who lived near the crash sites who witnessed the events of the day. Some were near the buildings who had to scramble to get out, and some whose lives were spared when the Towers came down because someone helped them. A wife of a NYC fireman joined TSA to do her part. People who were high school students on 9-11 shared their stories.

Most of the stories were from people who didn’t know anyone on the planes or in the buildings, but felt a call to action. Over and over, they talked about wanting to do something , wrote “Not on my watch” and pledged their service to protect their country in memory of those who died.
We know you’re in a hurry when you’re going through security, but we wanted you to know that you might be screened or helped by someone like the people who shared their stories with us.
Today, we honor the victims of 9-11 and the heroes who gave their lives while trying to save others. Around the country, TSA’s officers, inspectors, supervisors and FAMs will rededicate themselves to the mission. We will never forget.

Seven Years Later

As many of us reflect on 9/11, I wanted to share the story about how I came to TSA and what it meant to wear the TSA uniform. In September 2001, I lived in Fairfield, Ohio and was living the rock and roll dream as a musician. My wife was working third shift. When I got out of bed on 9/11, my wife was still sound asleep.

I went through my normal morning routine, making coffee and reading the news on the internet. I pulled up CNN and read a developing story about a plane that had just hit the World Trade Center. The first thing I thought of was the B-25 Bomber Plane that hit the Empire State Building in 1945. I was sure it had to be a similar type of accident.

I turned on the television and saw the World Trade Center tower on fire with giant plumes of smoke pouring out. Nobody quite knew what to make of it, but it was all too apparent what was going on after the second plane hit the south tower. America was under attack.

As I watched the news, my wife slept peacefully. I couldn’t bring myself to wake her. The world she knew when she went to bed that night would never be the same again.

It was hard for me to believe that I was feeling the same things as I had more than ten years earlier when the first Gulf War ground effort began. In 1991, I wore the uniform of a soldier of the United States Army while serving in the Persian Gulf with the 3rd Armored Division.

Thinking back, I remember wishing I was still in the Army so I could do something. In my college political science class, we talked about terrorism coming to America. I knew this was just the beginning and we’d get hit again eventually. So when I read about the formation of TSA, I was intrigued. I jumped at the chance to serve my country again. I proudly wore a new uniform, this time the one of at Transportation Security Officer, and serving again on the frontline to prevent another attack. Many other former military folks joined TSA along with me - today 25 percent of our frontline officers are veterans. Others also jumped at the chance to serve their country. I actually met people that took a pay cut to come work for TSA because the mission and the job meant that much.

The uniforms we wore weren’t the greatest, but we were proud to wear them. They identified us as frontline officers serving in the war against terrorism. Today, at airports around the country, passengers will see the new TSA uniform. I think the blue shirts look better, but most importantly, they better represent the dedication and professionalism of our officers. They also represent the evolution of our agency. The training, experience and nature of an officer's work today are far different than the job of a pre-9/11 "screener."

The uniform and badge are part of a series of changes at TSA, both cultural and operational. Soon, every person on the frontline, both officers and managers, will undergo two full days of revolutionary new training that will continue to change the focus from looking for bad things to looking for bad people. Security isn't better when officers follow a static checklist mentality - it's better when officers use their experience, judgment and training to assess the whole situation and look for the people with intent to do harm - people who might use common, everyday items like drinks or remote control toys converted into IEDs. That's why looking at behavior and other anomalies are so important.

Thinking back to 9/11 and when I joined TSA, I remember how people often said hello and even shook our hands. For the traveling public, it's been seven years without an attack in the U.S., and to many, the rules are now burdensome and our checkpoints are a necessary evil. For officers, it's one day at a time, with some days when you find a gun, a knife, hollowed out shoes, or items in bags that look like plastic explosives or an IED. Things that make the hair on the back of your neck stand up, your heart stop, because it's a threat until you can prove it's not one. It happens far more than you think, so when an officer asks to get a better look at you or your bag, know that it's because they want to make sure everything's okay.

Today, at airports around the country, officers on duty at 8:46 a.m. participated in a moment of silence to mark 9/11. The new uniform also carries a reminder of 9/11. If you look closely at the patch on an officer's left shoulder, you’ll see nine stars and eleven stripes behind the eagle. If you look at the eagle’s wing, you will see the Twin Towers. We think about it all the time so passengers can get safely to their destination. Our personal creed is “not on my watch.”
