There are three kinds of rulemaking documents related to the 2008 Farm Bill available from NRCS in PDF format:

A Notice is a document that does not have regulatory text and does not impact a rulemaking proceeding. NRCS publishes notices to inform the public about announcements of  fund availability, meetings, proposal and application deadlines, and availability of certain environmental review and decision statements.

A Proposed Rule, also called a Notice of Proposed Rulemaking (NPRM), is a regulatory action issued to inform the public that an agency is proposing a regulation. The NPRM includes either the terms or substances of the proposed rule, or a description of the subjects and issues involved. An NPRM provides the public with a period of time in which to submit comments to the agency regarding the proposed rule.

An Interim Final Rule is a final rule that is not preceded by a notice of proposed rulemaking, but that provides the public with an opportunity to participate in the rulemaking proceeding after the final rule has been published. The Agency considers the public comments received in determining whether any changes or clarifications are needed in the development of a Final Rule.

A Final Rule is a regulatory action issued to make effective a new regulation or a change to an existing regulation.   the final rule includes a statement of the basis and purpose for the rule, a discussion of the comments received, the agency's response to the comments received, and the reasons for the Agency's response to comments received.
