OPIC Swears In New Director for Office of Accountability |
Monday, February 14, 2011 WASHINGTON, D.C. – The Overseas Private Investment Corporation (OPIC), the United States Government’s development finance institution, announced today that Dr. Keith Kozloff, formerly a senior environmental economist at the U.S. Treasury Department, was sworn in as the agency’s new Director for the Office of Accountability, an independent office within OPIC which reviews complaints about OPIC-supported projects. OPIC President and CEO Elizabeth Littlefield conducted the swearing-in at OPIC headquarters.
Dr. Kozloff succeeds Dr. Jean Aden as director of the office.

“We welcome Keith Kozloff as Director of OPIC’s Office of Accountability, which is the principal conduit to give independent voice to local communities influenced by OPIC projects. Given Keith’s leadership at the Treasury Department on climate mitigation issues, as well as his long experience in crafting environmental policy, he is an ideal choice for OPIC, and we look forward to his counsel,” said Ms. Littlefield. “We at the same time thank Jean Aden for her dedicated and successful leadership of the office.”
Since 2001, Dr. Kozloff had served as a senior environmental economist in the Office of International Affairs at the Treasury Department, where he focused on the international financial architecture for climate mitigation and adaptation in developing countries. He supported the U.S. government’s participation in the UN Advisory Group on Climate Finance and in the UN climate negotiations, and led the Treasury Department’s engagement with multilateral development banks on climate-related policies and strategies.
Prior to that, Dr. Kozloff was a managing consultant for PA Consulting Group, managing assignments for clients on renewable energy, energy efficiency, energy policy and other locally-appropriate solutions to energy and environmental problems, and advising the governments of Brazil, India, Laos, Thailand, and the Philippines. Additionally, he has worked at World Resources Institute, University of Minnesota, and the Minnesota Department of Energy and Economic Development.
Dr. Kozloff holds a Ph.D in Agricultural and Applied Economics from the University of Minnesota as well as an M.S. from the University of Wisconsin and a B.A. from Grinnell College.
The Office of Accountability is an independent office within OPIC, established to assess and review complaints about OPIC-supported projects. The Office gives local communities, which may be materially, directly and adversely affected by an OPIC-supported project, and project sponsors a means of raising complaints, independently from OPIC operations. Its mandate, established by OPIC's Board of Directors in response to guidance from the U.S. Congress, is to deliver problem-solving and compliance review services in a manner that is fair, objective and transparent, thereby enhancing OPIC's mission effectiveness.
