for all non-combatant and merchant type
vessels over 1,500 gross tons.
FY2009-2010 Standing Quotations and Vessel Sales
The Maritime Administration intends to create a pool of companies with qualified ship recycling facilities to compete for vessel disposal contracts under Request for Quotation (RFQ) DTMA1Q09001 and Vessel Sales Solicitation SDPEXC-08001. The pool will be comprised of companies whose General Technical Proposal's had been evaluated as technically acceptable. To this end, the Maritime Administration is accepting General Technical Proposals from domestic recycling facilities under these solicitations. Offerors may submit General Technical Proposals between the date this notice is posted and 90 days prior to the expiration of the above solicitations.
The Maritime Administration will continuously evaluate proposals as they are received. The time needed to complete the initial evaluation of newly submitted proposals will be dependent upon the completeness of the initial proposal submission and agency workload. MARAD's goal is to complete the initial evaluation of proposals within six weeks from the date the quotation/general technical proposal is submitted.
Due to legislation passed in the House and pending in the Senate that may restrict the Maritime Administration's ability to utilize foreign recycling facilities; new general technical proposals from Offerors proposing to recycle ships at foreign facilities are not currently being accepted. If the restrictions are not passed, the sales solicitation may be amended to permit proposals from foreign facilities provided environmental export issues can be resolved. For the procurement of services, Congress has mandated utilization of domestic sources to the maximum extent practicable.
Offerors will not be eligible to submit sales offers or revised price quotations under the FY 2009-2010 solicitations until they are notified by the Contracting Officer that their technical proposal has been determined to be Technically Acceptable MARAD anticipates issuing its first sales solicitation and or price revision request as early as 10 calendar days after the issuance of the RFQ or sales solicitation.
PROPOSAL PREPARATION
General Technical Proposals shall include the following:
Proposals shall not exceed 25 typewritten pages (excluding the TCP which can be submitted as an addendum to the proposal), single sided, single spaced, Arial, 12 pitch. General Technical Proposals, and standing quotations if applicable, must be submitted electronically to https://voa.marad.dot.gov.
In lieu of submitting a new General Technical Proposal, companies whose General Technical Proposals were found Technically Acceptable under the FY 2005 standing quotations process may certify that their previously accepted General Technical Proposal, and any updates already on file with the agency, are current, accurate, and complete. Companies whose earlier proposals were found technically unacceptable but susceptible to being made acceptable must submit updated proposals to be evaluated, identifying any changes from the previously submitted proposal. All other companies must submit new, complete General Technical Proposals.
EVALUATION OF GENERAL TECHNICAL PROPOSALS
MARAD will evaluate each General Technical Proposal to determine whether it is technically acceptable, technically unacceptable but susceptible to being made technically acceptable, or technically unacceptable:
EVALUATION CRITERIA
MARAD will use the following criteria to evaluate the technically acceptability of the general technical proposals submitted:

1. Feasibility and likelihood of success of engineering/technical/management approach for the disposal of obsolete vessels identified in and the risks associated with the proposed approach.

2. Productivity of the proposed approach(s) including schedule/cost assessments;
|
|
|
3. Type and sufficiency of proposed methods, processes and procedures for environmental abatement of hazardous materials, worker safety and health considerations proposed and compliance with applicable laws.

|
4. Depth, relevance and currency of requisite experience with the complete disposal of obsolete vessels.

5. Past Performance.

DISPOSITION OF PROPOSALS
(a) Technically unacceptable proposals - These proposals will receive no further consideration from MARAD
(b) Technical proposals unacceptable but susceptible to being made technically acceptable - MARAD will initiate discussions on these proposals to determine whether or not they can be made technically acceptable.
(c) Technically acceptable proposals - Offerors whose proposals are technically acceptable will be included in the pool of qualified facilities eligible to compete on solicitations for vessel sales offers under the Vessel Sales Solicitation SDPEXC-08001 and/or fee-for-service revised price quotations under the Request for Quotation (RFQ) DTMA1Q09001.
Qualified facilities which plan to compete for fee-for-service contracts must submit Standing Price Quotations as detailed in the RFQ and completed Representation and Certifications (FAR clause 52.212-03)
