Answer
There's a lot that could be said about this topic. We'll just touch on some advantages from the Government perspective. These advantages may apply in all cases or only in some cases; they are not meant as a 100% list.

  A. provides compliance with DoD directives on digital environments and products.
  B. provides for the most economical storage of delivered products; e.g., reduced need for physical storage spaces such as filing cabinets.
  C. provides for transportability not readily available with hard copy paper (depending, of course, on the size of the data/report).
  D. provides easier access to the product.
  E. reduces the cost of contractor delivery (but not development).
  F. reduces the cost of Government acceptance.
  G. in some cases, "personalization" of data is made possible.
  H. can facilitate easier version control.
