Mr. Paul D. Patrick

Deputy Assistant Secretary of Defense Reserve Affairs (Readiness, Training & Mobilization)

Paul D. Patrick joined the Office of the Assistant Secretary of Defense for Reserve Affairs in September 2010, following his retirement as a Major General from the US Army Reserve. He serves as the principal staff assistant and key advisor to the Assistant Secretary of Defense for Reserve Affairs with specific responsibility for exercising policy, guidance and overall supervision in the areas of Reserve Component readiness, training, operations, mobilization, force mix, capabilities, sustainability, force structure, interallied RC matters and the Innovative Readiness Training Program.

Mr. Patrick was commissioned in the Field Artillery in 1971 from the Reserve Officers Training Corps (ROTC) program at Georgetown University in Washington, DC where he earned a Bachelor of Science degree in Foreign Service.

Mr. Patrick served on active duty for six years in Germany with the 56th Field Artillery Brigade (Pershing Missile). Following his duties as Missile Platoon Commander with 3rd Battalion, 84th Field Artillery, he was the Brigade Commanding General's Aide de-¬Camp and an Assistant G3 on the Brigade Staff.

Mr. Patrick left active duty in 1977. His first Reserve Component assignment was with the 42nd Infantry (Rainbow) Division Artillery, New York Army National Guard. Mr. Patrick was assigned to the United States Army, Europe's 7th US Army Reserve Command (ARCOM) based in Heidelberg from 1978-2002. He spent 12 years in the 3747th USARF School as Unit Training Officer, CGSOC Instructor and Operations Officer. He was the first Commander of the 280th Support Center (V Corps Rear Tactical Operations Center). He subsequently served as 7th ARCOM Deputy Chief of Staff for Operations and Chief of Staff. He culminated his service with 7th ARCOM as its Commanding General from 1998-2002. During his command tenure, Mr. Patrick implemented the Equipment Storage Site-Expanded facility; consolidated units into upgraded Reserve Centers supported by Regional Support Detachments and achieved expanded access to PX and commissary for non-logistically supported USAR soldiers.

Mr. Patrick served as the Deputy Director for Strategic Initiatives in the Strategic Plans & Policy Directorate (J5), The Joint Staff in the Pentagon, Washington DC from 2003-2007. During this time he was the Joint Staff's designated Host Team Leader for the Chemical Weapons Convention Challenge Inspection regime. He served as J5 for NATO Crisis Management Exercises and led Chairman's Joint Staff talk delegations to Chile and Mexico.

Mr. Patrick returned to HQ, USAREUR in 2007 until his retirement in 2010 as Deputy Chief of Staff, Mobilization & Reserve Affairs. Mr. Patrick served as G3, US Army Europe for several months; as Combined Force Land Component Commander on Army and Air Force Capstone exercises; and as USAREUR senior representative for US European Command foreign consequence management exercises.

Mr. Patrick is an Army War College graduate. He wears the U.S. Army Airborne Badge and Ranger Tab, as well as the airborne badges of the German and Belgian Armies. Mr. Patrick holds a Masters of Business Administration degree from Boston University. He retired from Japan Tobacco International in 2008. JTI assignment highlights include: General Manager, Ukraine (Kiev); Vice President Imports, CIS & Baltic's Region (Moscow, Russia); and General Manager, Western Balkans Region (Belgrade, Serbia).

Mr. Patrick is married to the former Inga Majuntke. They have two grown daughters, Petra and Tina.
