In the continuing “Operation Hot Mix” investigation, David P. Brown, a former inspector for the DC Department of Public Works, was fined $1,500 and ordered to serve 100 hours of community service by a U.S. District Court judge in Washington, DC. Brown previously pleaded guilty to involvement in a scheme where he took cash bribes for accepting false asphalt tickets from federal-aid paving contractor Fort Myer Construction Corporation. The scheme enabled Fort Myer to receive payment for materials it never supplied. Fort Myer was ordered to pay $900,000 in fines and restitution on April 8, 2003, for its part in the conspiracy. So far, the conspiracy has been tied to nine public-works employees and three paving companies that were performing about 30 federally-funded contracts in the District. The investigation is being conducted by OIG and the FBI.
