The 2002 National Security Strategy set forth development as the third pillar of US foreign policy, putting development on par with defense and diplomacy. The Fragile States Strategy was developed to guide US programs working with states most at risk due to weak economic, social and political institutions. The strategy presents an integrated approach and includes guidance for economic recovery and revitalization.
