Fort Hood's Municipal Storm Water Program ensures the Installation complies with all federal, state, and local storm water regulations. Fort Hood is required to comply with the rules and regulations established in Section 402 of the Clean Water Act and Chapter 26 of the Texas Water Code. Fort Hood has been granted permission by the Texas Commission on Environmental Quality (TCEQ) to discharge storm water to surface waters in the state under theTexas Pollution Discharge Elimination System (TPDES) General Permit No. TXR040000 for small municipal separate storm sewer systems (MS4). Fort Hood developed a Storm Water Management Plan (SWMP) that outlines all requirements of the permit and summarizes the work plan that will be conducted over a 5 year period. The SWMP was approved by the TCEQ on January 30th, 2009 and must be fully implemented by August 12th, 2012.

What is Storm Water

Storm water is water from rain that does not soak into the ground and enters storm drains, rivers, and lakes UNTREATED. Before entering storm drains, storm water flows from rooftops, over paved areas, streets, construction sites, and land carrying sediment, trash, debris, and other pollutants with it. Polluted storm water degrades our lakes, rivers, wetlands, waterways, and ultimately our drinking water supply.

What are the requirements?

The TXR04000 general permit requires Fort Hood to develop a comprehensive SWMP that reduces the discharge of pollutants to the maximum extent practicable, protects water quality, and satisfies the requirements of the general permit. The SWMP outlines the best management practices (BMP), measureable goals, and target dates that Fort hood proposes to implement for the six minimum control measures (MCM) listed below.
