Technology Transition Initiatives

ONR's Transition Initiatives Division directly supports technology insertion and out-of-cycle emergent needs with investment. Sponsorship is through either ONR, the Assistant Secretary of the Navy (Research, Development and Acquisition) or Office of the Secretary of Defense, and the ONR-related procedures and information flow for the programs are centrally managed under ONR Code 03TTX. Rapid Innovation Fund (RIF) Congressionally directed program to rapidly develop and integrate technology to address joint urgent needs statements, urgent operational needs statements, urgent universal needs statements and naval priorities into DoN programs of record.

OSD Program Purpose

Foreign Comparative Testing (FCT) Program Test and evaluate foreign non-development, or commercial off-the-shelf equipment demonstrated potential to satisfy warfighter and/or warfighter support requirements.

Defense Acquisition Challenge (DAC) Program Identify, introduce, test and procure innovative and cost-saving technology or products from within DoD's science and technology community.

Quick Reaction Fund (QRF) Identify and rapidly field-test prototypes that respond to immediate and emerging warfighter needs.
