Michael A. Khouri of Louisville, KY, has been sworn in as a Commissioner for a term to expire on June 30, 2016. Commissioner Khouri was nominated by President Barack Obama on December 3, 2009, and confirmed by the Senate on December 24, 2009.

Commissioner Khouri comes to the FMC as a 35-year veteran in the maritime industry from positions held in vessel operations, legal and executive positions. He has also served on the boards of directors at the American Waterways Operators Association and the Waterways Council.

Khouri began his career as a deck crewman for Paducah, KY-based Crounse Corp., where he worked his way up from deck hand to towboat captain. He then spent 23 years at Jeffersonville-based American Commercial Lines, a major inland marine company, holding numerous executive positions including General Counsel, Senior Vice President for Law & Corporate Affairs, and Senior Vice President for Transportation Services-marine operations. Khouri then went on to become president and COO of MERS/Economy Boat in Memphis, TN, a maritime fuels and ship chandler, with primary responsibility for company expansion and acquisitions. Most recently, Mr. Khouri worked as an attorney with Louisville-based Pedley & Gordinier PLLC law firm, focusing on transportation and maritime law.

In 1971, Mr. Khouri received his BA in Economics from Tulane University, and in 1980, his JD from the University of Louisville's Brandeis School of Law. He is also a graduate of the Harvard Business School's Advanced Management Program.

The FMC received letters from members of the U.S Senate and U.S. House of Representatives in August and September, 2011. The letters asked, “…that the Federal Maritime Commission undertake an analysis of the impact the federal Harbor Maintenance Tax (HMT) may be having on the diversion of U.S.-bound cargo from U.S. ports to those in Canada or Mexico.” and analysis of “…other U.S. government policies” that may affect cargo diversion.

Michael A. Khouri Confirmed as FMC Commissioner by Senate
The United States Senate confirmed President Obama’s nomination of Michael A. Khouri on November 18, 2011 as Federal Maritime Commissioner for a term to expire on June 30, 2016. Commissioner Khouri will be sworn in for his second term as Commissioner in the next several weeks.

Household Goods and Personal Property Shipping Practices Recommendations Approved by FMC
At its meeting on May 11, 2011, the Federal Maritime Commission unanimously approved for action a series of recommendations contained in the Final Report for Fact Finding Investigation No. 27. The Commission initiated this non-adjudicatory investigation on June 23, 2010, to develop a record on the nature, scope, and frequency of potentially unfair, unlawful, or deceptive practices in the shipping of household goods or personal property within the Commission's jurisdiction.

Fact Finding Launched to Examine Household Goods and Personal Property Shipping Practices
By unanimous vote, the FMC initiated Fact Finding Investigation No. 27 into complaints or inquiries from individual shippers of household goods and personal property in U.S.-foreign oceanborne trades. This investigation will further the Commission's Strategic Goal to protect the public from unlawful, unfair or deceptive ocean transportation practices and resolve shipping disputes. Commissioner Michael A. Khouri has been named to lead the Fact Finding.
