Transportation Improvement Program (TIP)
The Federal Highway Administration (FHWA) is responsible for ensuring the safety, efficiency, and economy of the Nation's highway transportation system. The FHWA oversees all phases of highway policy, planning, research, design, operations, construction, and maintenance. There are two principal programs that accomplish this vital task.
The Federal Aid Highway Program offices, in cooperation with the State Departments of Transportation, administer the nation's comprehensive highway system. The Federal Lands Highway Program (FLHP) covers transportation programs in cooperation with Federal Land Management Agencies (FLMA). It provides transportation engineering services for planning, design, contract administration and construction of highways and bridges providing access to or within federally owned lands. The Federal Lands Highway also provides training, technology deployment, engineering services, and products to other customers.
The Transportation Equity Act for the 21st Century (TEA-21) required that a Transportation Improvement Plan (TIP) be developed as part of the transportation planning process for Federal Lands. The Safe, Accountable, Flexible, Efficient Transportation Act: A Legacy for Users (SAFETEA-LU), signed in 2005, adds to these requirements. The Eastern Federal Lands TIP is prepared in coordination with the FLMAs for use by interested citizens, as well as state, metropolitan, and local governments. Please note that this TIP is not an all-inclusive transportation program for all Federal agencies. Rather, it is representative of those projects that are approved by the FHWA to utilize FLHP funding.
Eastern Federal Lands' TIP elements are to be incorporated into the appropriate Metropolitan and Statewide TIPs. These projects are submitted to the states by the Federal Lands Highway Division offices to be included in TIPs and State Transportation Improvement Programs (STIPs). The TIP includes a listing of transportation projects by state, region and federal land management unit. FLHP funding is identified by Fiscal Year (FY).
Through the Eastern Federal Lands web site, citizens, affected public agencies, transportation agencies, private providers of transportation, and other interested parties are welcome to comment on the TIP. At a minimum, TIP updates will occur annually.
