We initiated an audit of FTA “New Starts” criteria to determine whether FTA’s guidance ensures that metropolitan applicants, in selecting new transit projects for proposed Federal funding, adequately analyze alternative modes of transportation or geographical placement of projects. We will review project documentation to determine whether the applicants’ analysis weighed viable alternatives to the locally preferred option and what quantitative measures, such as lowest cost per rider, were used in choosing a new transit project for possible funding.
