Concrete Construction Company and Owners Plead Guilty to Bid-Rigging on Contracts of About $100 Million

Summary

The Streu Construction Company of Two Rivers, WI, and owners, John Streu and Ernest J. Streu, plead guilty before a U.S. District Court judge in Green Bay, WI to charges of bid-rigging on approximately $100 million in federally-funded highway contracts over the period from about 1997 until January 13, 2004. Another firm, Vinton Construction, and several of its principals have also been charged in the bid-rigging conspiracy; their pleas are pending. A suspension issued in January 2004 for both companies continues in effect. This is one of the largest DOT fraud cases in Wisconsin. The investigation is being conducted jointly with the FBI and U.S. Attorney’s Office for the Eastern District of WI, with assistance from FHWA and FAA.
