Abotorob Rafi, president of Merit Contractors, Fairfax, VA, pleaded guilty to charges of attempting to bribe a state inspector to approve hauling work that had not been performed, in connection with a program receiving Federal funds under a Virginia Department of Transportation contract. No sentencing date has been scheduled.
