USCIS Develops Transformation System: Testing in Progress

U.S. Citizenship and Immigration Services (USCIS) is in the post-development testing phase of a new system that will transform our paper-based agency into an electronic, online organization. This is an unprecedented step for the world’s largest and most complex immigration system. U.S. Citizenship and Immigration Services (USCIS) is in the post-development testing phase of a new system that will transform our paper-based agency into an electronic, online organization. This is an unprecedented step for the world’s largest and most complex immigration system. To view what we have developed – the USCIS Electronic Immigration System (ELIS) – we encourage you to watch our informational video.
USCIS’s transformation to ELIS will be accomplished in periodic releases, with each release covering different immigration benefits or adding enhanced functionality. The first release, covering one benefit type (the Form I-539, Application to Extend/Change Nonimmigrant Status), provides the foundational architecture for the remaining releases. The post-development testing phase now underway is time consuming and challenging, as is characteristic of projects of this scale, complexity, and ambition. While we sought to roll-out the first release this month, our testing is not complete. We will inform you of our recalibrated timeframe for our first release after more testing is completed in the next few weeks. We are committed to comprehensive testing in order to deliver a quality release for the benefit of our employees and our customers.
We are grateful to the OIG and GAO for their recent reports and recommendations that support our transformation process and sharpen our ability to deploy sequenced releases in a cost-efficient and timely manner. We have concurred with and begun implementation of their recommended actions.
Past efforts to transform our agency have not reached the point where we are today: the testing phase of a system that has been developed. Our progress is attributable to hard work and tremendous dedication, and to a vision that all of us share of a modernized agency in the service of its noble mission.

Sounds like a great plan in the works and I am sure it is a massive task to accomplish. Many people (workers and immigrants alike) would be happy to see this new system developed, tested and put into production as soon as possible. Nice and good luck.

Other than that - Kudos. As a former customer of USCIS I think I can can attest to the fact that your business lends itself very well to fully electronic processing. Use amazon.com or other online retailers as your guideline - No paper whatsoever involved.
A tremendous weight off your back finally knowing how big the whole real picture in this was and knowing that it will be a lot better now to recognize who's on your side now and actualy to tell the through no one really to blame but our human mistake. If not for flashy life style this would not have to happened at not this far. I wanted to tell Mr. Mayorkas I do very much appreciated all your dedication on fixing our immigration system... we both know this is for the people no matter where you come from just to know everyone has a right to stand up to what is right nobody can't tell you how to live your life but now I know you'll be there for us. thank you. I will go ahead and file the form needed.

Hi sir,
does this new system would mean that a returned non immigrant petition at uscis by the DOS for review would have now a prompt action on the cases that would normally take 180 days or more to have any updates of the case.
Really looking forward to using the system.
How will this affect my current K1 Fiance' Visa application that is under initial review? I am currently unable to check my case status.
Will your system give the names of the immigrants since the 19th century /

Really great idea, congratulations ;). Can't wait to see how this positively improves lives for immigrants as well as those working with them, not to mention relieving some of the paperwork pressure from USCIS staff.
The video doesn't work but I am sure this service will be quickly accepted by many and some of the waiting woes will be no more.

How will a non-english speaking person be able to walk through submitting their applications electronically? How will elderly individuals, who do not have the internet apply for benefits?

This is a great effort by the USCIS Kudos! it would also be nice if processing of returned non immigrant petitions would be given attention on processing times, considering that the original work permit was already approved and reviewed by the uscis beforehand.

Answer: The deployment of USCIS ELIS will not affect returned non-immigration petitions. This release contains the Form I-539, Application to Extend/Change Nonimmigrant Status. For more information about USCIS ELIS, please visit our Transformation web page.

Answer: The deployment of USCIS ELIS will not affect your K-1 visa application that is currently under review.
Dear Mayorkas,
Will this transformation improve or speed up PDs for applicants in EB3 for retrogressed countries like India and China? What steps are being taken to provide relief to those waiting for more than 10 years with this paper-less system? For example, the current bulletin advanced PDs for EB2-I by several months but did so only by 1 week for EB3-I. Also please investigate EB2 fraud as many are misusing this due to heavy retrogression in EB3. There are companies specifically using EB2 by manipulating the Job description as EB2 category for some(as an incentive to join the company) but for others as EB3 for the same position (as they want to hold on to them longer and lower salaries) and experience in the company! Also please make the Visa spillover from EB1 to EB3 fair as All visas are being consumed by EB2 itself.This is causing EB3 to suffer lengthy delays. Is this fair and just?

I see you are moving EB2 very fast but what about EB3 .It is moving one week in one month .10 years backlogged ????????????????????????????????????????????????????????.

Dear Mr.Mayorkas,
EB2 Applicants are waiting for so many years. As you are aware the positions and Qualifications are specially deemed for the Position. I am personally a PHD holder and Dual master completed with 10 years of experience. My Job required me to file for EB2 but I am waiting for years because , EB3 People are jumping the line and getting ahead of me. I am not blaming a single country but policy should be strict to make sure that EB3 Applied pettition are go into AUDIT Every single TIME and they are not adjucated unless they are through.
Most of the time the fraud is 90% of the cases where the EB3==> EB2 conversions are happening.
Please look into the issue.

Answer: At this time, the system will only be available in English. We recommend that those who have difficulty with English obtain a qualified person to assist them.
Dear Sir,
When are you releasing the pending I-485 inventory report? in whole 2011, it was released only 3 times.
It gives us an idea about how the cases are processed. Please do something to help EB-3 I cases.
