Homelessness is defined as: (1). An individual who lacks a fixed, regular, and adequate nighttime residence (2). An individual who has a primary nighttime residence that is:(a) a supervised publicly or privately operated shelter designed to provide temporary living accommodations (including welfare hotels, congregate shelters, and transitional housing for the mentally ill. (b) an institution that provides a temporary residence for individuals intended to be institutionalized or (c) a public or private place not designed for, or ordinarily used as a regular sleeping accommodation of human beings.

 

Homeless Veterans National Call Center

The Department of Veterans Affairs has developed a Five Year Plan with the goal of ending homelessness among our Nation's Veterans. To achieve this goal, VA plans to enhance existing services and add new initiatives. The National Call Center for Homeless Veterans primary purpose is to connect homeless Veterans and referral sources to VA services.  Callers receive a brief screening to determine severity of the need, and the call is returned by the local VA within 24 hours.

 

Homeless Veterans Chat Service  
The Department of Veterans Affairs also developed an assistive on-line chat site for homeless Veterans or Veterans at risk of homelessness, whether enrolled in VA health care systems or not. This provides a forum for Veterans, their families and friends to chat anonymously with a trained VA counselor. This site is available at www.va.gov, scrolling to Special Programs, clicking on Homeless Veterans and clicking on the Chat icon.

 

HCHV  
This program is the entry for all Homeless Veterans providing outreach, clinical assessments and referrals for medical and mental health care, long-term transitional residential assistance, recovery programs, and case management and linkage to employment assistance and permanent housing.  This program offers supportive housing (up to 6 months) and case management services. There is limited dental eligibility for homeless Veterans who are in HCHV Contract residential housing programs.

 

HCHV Contracting  
The HCHV Housing & Supportive Service Program provides the tools to rapidly reduce homelessness among Veterans, particularly those with co-occurring mental health and substance use treatment needs. The program assist homeless Veterans transition from literal street homelessness, facility discharge, emergency room recipients and those recently homeless and require safe and stable living arrangement prior to re-housing.

 

Grant and Per Diem Program  
VA's Homeless Providers Grant and Per Diem Program is offered annually (as funding permits) by the Department of Veterans Affairs Health Care for Homeless Veterans (HCHV) Programs to fund community agencies providing services to homeless Veterans. The purpose is to promote the development and provision of supportive housing and/or supportive services with the goal of helping homeless Veterans achieve residential stability, increase skill levels and/or income, and obtain greater self-determination.  This program offers supportive housing (up to 24 months) and case management services. There is limited dental eligibility for homeless Veterans who are in GPD rehabilitation programs.

In 2008 the Louis A. Johnson VAHCS initiated the HUD/VASH program, Housing and Urban Development/Veterans Affairs Supportive Housing. This program is a joint effort at ending homelessness among Veterans. HUD provides permanent housing subsidies from its Housing Choice Program and the VA provides case management services. Eligibility requirements for HUD participation are determined by HUD, and comprehensive case management services are provided by the HUD/VASH Coordinator.  Participating Veterans must be eligible for VA Health Care. The goal of the program is to move Veterans and their families out of homelessness and ensure safe, affordable housing.

 

Project CHALENG  
In 1994, the VA launched Project CHALENG (Community Homelessness Assessment, Local Education and Networking Groups), an innovative program designed to enhance the continuum of care for homeless Veterans provided by the local VA and its surrounding community service agencies. The guiding principle behind Project CHALENG is that no single agency can provide the full spectrum of services required to help homeless Veterans become productive members of society. Project CHALENG enhances coordinated services by bringing the VA together with community agencies and other federal, state, and local governments who provide services to the homeless to raise awareness of homeless Veterans' needs and to meet those needs.

 

Homeless Veteran Supported Employment Program

The Homeless Veteran Supported Employment Program (HVSEP) provides vocational assistance, job development and placement, and ongoing supports to improve employment outcomes among homeless Veterans and Veterans at-risk of homelessness.
