Practical Regulatory Training for the Electric and Natural Gas (LDC) Industries

The issues confronting Electric and Natural Gas Industries can be very complex and confusing to the employee with newly acquired responsibilities in the area of rates and regulation. These two separate courses will give attendees practical analytical skills needed to understand the topics covered as well as an integrated framework showing how they fit together. Each week-long course covers the basics of industry technology, industry structure and regulation, revenue requirements, cost allocation, rate design and rate-case procedures. Attendees who are new to rates and regulatory affairs as well as anyone wishing to obtain a basic understanding of these topics should attend these courses. The electric course is applicable to both vertically integrated utilities as well as distribution-only electric companies, and the natural gas course is focused on local distribution companies (LDCs). Commissioners, economists, rate analysts, accountants, attorneys, engineers, public information officers, administrative law judges, consultants, and consumer advocates will all benefit from the basic skills acquired in this course.

The Annual Regulatory Studies Program is grounded in sound regulatory theory and established practices. The curriculum is comprehensive and intensive and includes general sessions, topical workshops, and sector-specific tracks on the electricity, natural gas, water, and telecommunications sectors.
Week One focuses on the foundations and fundamentals of utility regulation. The program emphasizes the disciplines and skills essential for participating in an increasingly demanding and complex regulatory process. Core economic, legal, accounting, finance, and policy theories and concepts are introduced. Week One is especially suited to attendees relatively new to utility regulation.
Week Two concentrates on dynamic structural and regulatory issues, including emerging methods, issues, and sector-specific market concerns. Week Two will be of interest to both new and seasoned regulatory personnel. Multiple tracks allow participants to explore various areas of interest. Interactive instruction emphasizes applied technical knowledge.
The Institute offers special orientation sessions for international regulators and consumer advocates on the Sunday afternoon preceding Week One. These informal sessions are designed to provide attendees with supplementary instruction and opportunities for networking and interaction.

The basics of utility ratemaking are presented by program faculty members from state public utility commissions, utility companies, and the legal, consulting, and academic communities. Participants work in teams to learn the fundamentals of establishing revenue requirements and setting rates by working through a hypothetical “mock” water utility rate case. The program also provides insight into current issues affecting the water industry and other public utilities. Participants learn the fundamentals of the utility rate setting process, including how to establish revenue requirements and the basic concepts of rate design.
