The U.S. Citizenship and Immigration Services (USCIS) – Cd. Juarez Field Office is located at the U.S. Consulate, 2nd floor.

Hours of Operation:

The office is open to the public Monday through Friday from 8:00 a.m. to 12:00 p.m. and from 1:00 p.m. to 4:00 p.m.  The office is closed on most Mexican and American holidays: American and Mexican holidays.

Service Area:

The Ciudad Juarez Field Office has jurisdiction over immigration benefits in the Mexican States of Chihuahua and Durango.

The USCIS office provides the following services:

  • Filing of Form I-600 and I-600A: Mexico is a Hague Adoption Convention Country. For specific information on inter-country adoptions and procedures please see the Department of State website, and the Adoption section of the USCIS website.
  • Abandonment of Lawful Permanent Resident Status (I-407);
  • Petition for Alien Relative (I-130): Petitioners must show proof that he/she resides in the Mexican states of Chihuahua or Durango.    
  • Petition for Amerasian, Widow(er) or Special Immigrant  (I-360);  
  • Application for Waiver of Grounds of Inadmissibility (I-601):  USCIS has implemented a comprehensive change to the filing process for waiver applicants outside of the United States requiring the filing of Form I-601, Application for Waiver of Grounds of Inadmissibility and Form I-212, Application for Permission to  Re-apply for Admission into the United States after Deportation or Removal. 

    Effective Monday, June 4, 2012, the filing, processing, and adjudication of Forms I-601 and Forms I-212 will be centralized domestically. If during the immigrant visa interview, the Consular Officer determines that an applicant requires an I-601 and/or associated Form I-212 waiver, these forms must be filed by mail to the USCIS Phoenix Lockbox in the United States.  The Phoenix Lockbox will process the waiver application and send to the Nebraska Service Center (NSC) for adjudication.

    EXCEPTION: 

    During a limited 6 month transition period; this process will not apply to Ciudad Juarez.   Effective June 4, 2012 to December 3, 2012, applicants have the option of either filing the waiver application in person with USCIS in Ciudad Juarez or mailing the application to the Phoenix Lockbox. 

    If you decide to file your waiver in person with USCIS in Cd. Juarez, you must contact the Call Center to make an appointment.  The Juarez number is            (656) 325-6300.  The current processing time for vetting in Cd. Juarez is 30 days. If the case is readily approvable, USCIS may approve the case within that time frame and return the case to the Department of State for visa processing.  However, if the case is not found readily approvable, it will be referred to another office for final adjudication and will require additional months to adjudicate.  For current processing times of cases filed with USCIS in Cd. Juarez, go to the USCIS website, select: “Find a USCIS Office”, then select: “International Offices”.

    If you decide to file with the Phoenix Lockbox, your waiver will be sent to the Nebraska Service Center (NSC) for adjudication. Once you file with the Phoenix Lockbox, you will receive a Receipt Notice that provides a receipt number.   You may use the receipt number to go online and check the status of your waiver.   To check the status of your waiver, go to the USCIS Home Page then go to the “Case Status” field and enter your receipt number.  You may also call the USCIS National Customer Service Center.   USCIS contact information

*Note:   You may continue to file I-601/I-212 waiver application(s) in person with the UCIS Ciudad Juarez Field Office until December 3, 2012.   Effective December 4, 2012, the Ciudad Juarez Field Office will no longer accept the filing of waiver applications. 

Request for Expedite    

The Ciudad Juarez Field Office will continue to consider requests for expedite based on time-sensitive, exceptional and compelling circumstances.  However, waiver applicants who have already filed a waiver application domestically must make requests for expedited adjudication to the NSC.    Information on contacting the NSC 

Verification of Departure from the U.S

This is now a function of the Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) Assistant Attaché Office in Ciudad Juarez.

This is only for those persons who have been ordered deported or removed from the U.S. or have been granted Voluntary Removal.

All inquiries on pending waivers (I-601/I-212) should be made directly to U.S. Citizenship and Immigration Services (USCIS), who has sole authority to adjudicate waivers of inadmissibility.

The processing time for waivers filed with the Ciudad Juarez Field Office is approximately 8-10 months.   Please do not submit an inquiry until the 10 month processing time has elapsed.
