Purpose
This charter establishes the Logistics Information Resources and Policy Team (LPV-3) within the staff of the Director, LP Division that works within the Deputy Commandant for Installations and Logistics (DC, I&L) department. This charter defines mission and functions.
Background
DC, I&L as the Combat Service Support (CSS) advocate is responsible for ensuring Marine Corps forces and, in particular, its deploying Marine Air Ground Task Forces (MAGTF's) contain the necessary CSS capabilities during to meet mission requirements. CSS capabilities are those capabilities, supplies, personnel and equipment necessary to support a MAGTF from the initiation of operations to the accomplishment of its mission.
DC, I&L will work with the Operating Forces; Commander, Marine Corps Logistics Command (MARCORLOGCOM); Commander and CG, Marine Corps Combat Development Command (MCCDC) in identifying logistical requirements (capabilities/systems) needed for equipping and sustaining Marine Corps forces. DC, I&L (LP) works with these commands within the Combat Development System (CDS) to ensure that the right logistical force capabilities and systems are properly identified, coordinated, and acquired through the POM/Budget/Acquisition process to support evolving future Marine Corps operational concepts.
Electronic Commerce/Electronic Data Interchange (EC/EDI)
Electronic Commerce (EC) is the interchange and processing of information via electronic techniques for accomplishing transactions based upon the application of commercial standards and practices. An integral part of implementing EC is the application of business process improvement or reengineering to streamline business processes prior to the incorporation of technologies facilitating the electronic exchange of business information. Electronic Data Interchange (EDI) is the use of specific commercial standards for EC transactions.

LPV publishes the Log IR Plan bi-annually as a strategic plan for the Marine Corps for logistics information technology.
Continuous Acquisition and Life Cycle Support (CALS)
CALS is a DoD and industry strategy to improve the creation, management, exchange, and use of digital data. Its primary goal is to facilitate evolution from manual, paper-intensive operations to highly integrated and automated acquisition and support processes. As part of the CALS implementation effort, DoD is developing several Automated Information Systems (AISs) that have been/will be deployed across the Services, including the Joint Computer-aided Acquisition and Logistics Support (JCALS) system.
Global Combat Support System - Marine Corps (GCSS-MC)
GCSS-MC is an overarching capability environment (vice a discreet system) that provides universal access to information and the interoperability of that information with logistics and other support functions. Compliance with GCSS-MC will ensure that information can be shared not only among multiple logistics functions, but also with joint and coalition partners.
GCSS-MC is the Marine Corps portion of the overarching Global Combat Support System Family of Systems (GCSS FoS) as designated by the Joint Requirements Oversight Council (JROC) and the GCSS General Officer Steering Committee (GOSC). GCSS-MC is the DC I&L's number one modernization priority and represents the "way ahead" for ground logistics information technology (IT). GCSS-MC is the key enabler for the adaptation of best business practices and improved "to be" logistics processes embodied in the USMC's Logistics Operational Architecture. The goals of GCSS-MC are to support the operating forces as the primary customer, to provide a single point of entry for all supported units to request products and services, to provide access to a shared data environment, to satisfy the Combatant Commander/Joint Task Force (CC/JTF) 129 information requirements, and to provide the IT tools that will support the implementation of the Operational Architecture.
Systems Realignment and Categorization (SRAC)
The SRAC effort has completed a look at the inventory of logistics information systems within the Marine Corps and has compiled their recommendations into a report that is being staffed at the present time. The recommendations of the SRAC team will be presented to the ILC ESC at a future date. The focus of the SRAC team is now turning to the development of a GCSS-MC Portfolio Management Plan which will specify how the portfolio will be managed and provide the migration plans for legacy logistics information systems into GCSS-MC portfolio of the future.
