Less than four years ago, the Human Resources Department of Zambia’s Ministry of Education was simply a warehouse of paper, stuffed to overflowing with file after file of employment contracts, transfers, pensions, and legal documents. “Every time we had to handle a human resource issue, officers would draft forms by hand, ask the typists to do and then redo them with corrections for a final draft,” recalled Mwansa Chanda, a stenographer.
