Model EEO Programs The Office of Civil Rights (OCR) manages the Department-wide Model Agency Title VII and Rehabilitation Act Programs (previously called affirmative employment) for minorities, women, and people with disabilities. OCR develops policies, procedures and guidance for implementing Equal Employment Opportunity (EEO) related statutes, Executive Orders, regulations, and management directives. The office also prepares and submits the Federal Agency Annual EEO Program (Management Directive 715) Status Report, and accomplishment reports for minorities and women, and people with disabilities, to appropriate oversight agencies. OCR also provides guidance and technical assistance to bureaus for conducting affirmative employment programs. OCR monitors, reviews, and oversees bureau compliance with EEO program requirements.
