The two primary determinants of U.S. sugar supply and use over the long-term projection period are the sugar and
energy provisions of the Food, Conservation, and Energy Act of 2008 (2008 Farm Act) and reliance on sugar
imports from Mexico to maintain a balance in the U.S. sugar market.
