This is a non-status, non-permanent position.  You do not acquire a competitve or excepted service status from this position.

 

This position is located in the Personnel Tracker and Locator Section, Office of Security Technology (ST), within Countermeasures Directorate, Bureau of Diplomatic Security.  The incumbent functions as the world wide Personnel Tracker Locator Manager and is responsible for the strategic planning, development, negotiation, implementation and oversight of third party contract operations and related functions established between the Office of Security Technology and the Chief of Mission and over thirty eight Foreign Affairs agencies.

    security clearance.

-Responsible for the strategic planning, development, and negotiation of operational concepts incorporating state-of-the art security technology applications and methods used for critical tracking/locating of Department and federal agency personnel worldwide.

-Establishes and maintains liaison throughout the Directorate, Bureau, overseas Foreign Affairs agencies in order to effectively negotiate, draft, and coordinate all Memorandums of Agreements that establish a contractual mechanism in respect to all facets of the Personnel Tracking and Locator program.

-Conducts program reviews, site surveys, and continual assessments of deployed Personnel Tracking Locator systems and provide expert technical guidance and direction to personnel and Regional Security officers abroad.

-Responsible for the development of worldwide Personnel Tracking Locator standard operating procedures and practices for extremely high threat environments.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.  Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must
demonstrate the following:

-Experience in analyzing complex issues and identifying appropriate solutions.

-Experience in performing quantitative and qualitative analysis and evaluation methods to analyze, assess, and improve program effectiveness.

The Bureau of Diplomatic Security has a program that allows personal services employees to be reimbursed for their health insurance premium costs that they incur during their period of performance.  The program pays up-to-5% of the employee's base salary or up-to-50% of the insurance premium cost (not to exceed 5% of a GS-15/Step 10 salary equivalent) towards either an individual policy or a family policy.  To be eligible for this Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible.

 

Former Military Service and Annual Leave Accrual Rates:

 

Personal services employees entering on duty with prior military service can credit their years of uniformed military service for higher annual leave accrual rates.  Please submit a copy of your most recent DD-214 form for consideration of higher annual leave accrual rates.

 

For Recruitment Incentive Bonus if applicable:

 

This position is eligible for a 20% recruitment incentive bonus.  The recruitment incentive bonus shall not exceed 20% of contract year one base salary (without locality pay) and will be paid each contract year in lump sum payments not toe exceed for (4) years of employment.  In addition, the contractor will be required to sign a Service Agreement annually for the recruitment bonus to coincide with the term of each contract year.
