This is a non-status, non-permanent position. You do not acquire a competitive or excepted status from this position. This position is located in the Office of Intelligence and Threat Analysis, Directorate of Threat Investigations and Analysis, Bureau of Diplomatic Security in Rosslyn, Virginia. The incumbent will serve as a regional analyst conducting all-source intelligence analysis to support overall operational objectives of the Intelligence and Threat Analysis Office.

  • Able to obtain/maintain Sensitive Compartmented Information (SCI) clearance
  • Incumbent will be subject to random drug testing.

-Identify, research, and review threat information and draft all-source analysis of the credibility of threat information in a time frame that corresponds to the urgency of the threat and within timeline established by the government representative.

 

-Draft organized, well-supported, all-source Diplomatic Security Daily (DSD) entries and full threat assessments describing threats and security incidents, including analytical insight, to meet the deadline established by the requesting office.

 

-Prepares and presents oral briefings to outgoing RSOs, Bureau and Department mid-level and senior management, member agencies of the U.S. Intelligence Community (IC), and others as appropriate.

 

-Maintain incident tracking database, link charts and other specialized reports and graphic presentations.

 

-Evaluate and rate on an annual basis the threat levels for terrorism, political violence and crime diplomatic posts.

Applicants must have 1 year of specialized
experience equivalent to the GS-12 level in the
Federal service which provided the applicant
with the particular knowledge, skills and
abilities to perform the duties of the position.
Qualifying specialized experience must
demonstrate the following:

-Experience in the collection, analysis and dissemination of foreign affairs and terrorism-related information.

-Experience using information management databases, website, and search engines to conduct research on foreign policy topics.

-Experience developing and reviewing all-sources threat assessments describing threats and security incidents.

-Experience preparing and presenting oral briefings to senior level management and members of the Intelligence Community.

There is no substitute of education for
specialized experience for the GS-13
position.

HOW YOU WILL BE EVALUATED:

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:
1. Knowledge of intelligence and counterterrorism analysis including foreign affairs and terrorism-related information.

2. Ability to draft and edit intelligence data entries and full threat assessments describing threats and security incidents.

3. Ability to deal effectively with individuals at all organization and management levels both inside and outside the Department of State in order to establish and maintain liaison with individuals representing a broad range of Directorate programs.

The Bureau of Diplomatic Security has a program that allows personal services employees to be reimbursed for their health insurance premium costs that they incur during their period of performance.  The program pays up-to-5% of the employee’s base salary or up-to-50% of the insurance premium cost (not to exceed 5% of a GS-15/Step 10 salary equivalent) towards either an individual policy or a family policy.  To be eligible for this Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible.

All official international travel will require MEDEVAC insurance prior to departure.  This insurance will be reimbursed in full upon proof of insurance coverage and cost.

Former Military Service and Annual Leave Accrual Rates:

Personal services employees entering on duty with prior military service can credit their years of uniformed military service for higher annual leave accrual rates. Please submit a copy of your most recent DD-214 form for consideration of higher annual leave accrual rates.
