    This position is organizationally located in the Bureau of Oceans, International Environment and Scientific Affairs (OES). The position serves as the Executive Director of two major independent bureaus to include support to the Bureau of Democracy, Human Rights and Labor (DRL), and the Bureau of Oceans and International Environmental and Scientific Affairs (OES). The Executive Director is responsible for managing subordinate staff and has oversight responsibility for administrative programs. Persons selected for initial appointment to the career Senior Executive Service must have their Executive Core Qualifications certified by an Office of Personnel Management Qualifications Review Board prior to appointment and will be required to serve a one-year probationary period. Veterans Preference does not apply to the Senior Executive Service (SES).

    The Executive Director reports to the Principal Deputy Assistant Secretaries for the Bureau of Oceans and International Environmental and Scientific Affairs (OES) and the Bureau of Democracy, Human Rights and Labor (DRL). The incumbent directs development and implementation of administrative and management policies, plans, systems, and processes to ensure the OES/DRL/EX and OES and DRL Foreign Assistance resources are allocated, administered and accounted for in accordance with all relevant legal and regulatory requirements and that they are aligned with the overall Bureaus' missions and priorities. The Executive Director ensures cohesive program implementation and cost-effective strategic program goals and objectives thorough the establishment and exercise of strong relationships with other Executive Directors in the Department of State. 

    Reviews ongoing OES-DRL/EX program activities within an overall strategic framework for the purpose of defining and shaping the program vision, mission, staffing priorities and resource plans for the OES bureau serving approximately 189 employees and the DRL bureau serving approximately 150 employees. 

    The incumbent oversees the formulation of approaches and strategies to advance international programs in the areas of environment, science and health to promote specific policies and initiatives.

    Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). When responding to the Mandatory Technical Qualifications and Executive Core Qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the Technical Qualifications and the Executive Core Qualifications. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification. Applicants who use "see resume" as a response will not receive consideration for the position. For this position applicants must address the following mandatory technical qualifications: 1. I have demonstrated experience in managing a large organization which includes, finance, human resources, information technology, procurement and contracting functions. 2. I possess comprehensive knowledge and expertise in the full range of administrative, budgetary, and managerial activities required to support a large organization. This includes familiarity with policies and procedures relating to both the Civil and Foreign Service. If you do not possess the mandatory technical qualifications described above, you may be considered ineligible for this position.


    This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.

    HOW YOU WILL BE EVALUATED:

    Applicants will be evaluated by a Qualifications Review Panel of senior officials. The Panel will rate applicants on the basis of the quality and extent of total accomplishments, experience and education. The Panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the the mandatory technical requirements of the position and the Mandatory Technical and Executive Core Qualification requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate your application against each of the Mandatory Executive Core Qualifications and Mandatory Technical Qualifications to determine the best qualified candidates. Candidates determined to be best qualified candidates will be referred to the selecting official for further consideration for the position.

    SALARY RANGE: The salary range for this position is $119,554.00 to $179,700.00 The total compensation package includes other benefits and options. Total employer paid contributions are worth approximately $20,000 to $27,000 excluding paid vacation and sick leave, paid holidays, and performance based bonuses. PAY, BENEFITS, AND WORK SCHEDULE: This is a permanent position. You will be covered by a defined benefit, contributory Federal retirement system. You may participate in a retirement savings investment plan that offers before tax savings and tax deferred investment earnings. You may select one of a variety of health plans and options under the Government's Federal Employees' Health Benefits program, and you may participate in the Federal Employees' Group Life, Long Term Care Insurance and Flexible Spending Account programs. Senior Executive Service employees earn 8 hours of annual leave each pay period. Federal Employees also earn 13 days of sick leave per year. In addition, the Government observes 10 regular paid holidays each year.
