To perform test, assessment, evaluation, and interoperability certification of C2 and CS systems in support of the DOD Joint Vision 2010 information superiority goals.
- Tests, evaluates, and certifies interoperability of C2 and CS systems.
- Conducts standards validation of IT standards and conformance testing of information technology systems.
- Performs engineering T&E of developmental C2 and CS systems.
- Conducts T&E of emerging IT relative to C2 and CS systems.
- Develops T&E tools and methodologies to support future interoperability testing.

Command & Control Systems Branch (JTDA)

- Develops evaluation plans, monitors testing performed by Service components, and publishes evaluation reports assessing the interoperability of joint C2 systems.
- Develops detailed test plans, collects data, and reports the results of tests, demonstrations, and exercises addressing the interoperability of GCCS, and other C2 systems.
- Conducts standards conformance T&E of C2 systems. Tests, evaluates, and certifies C2 systems conformance to standards prior to the start of operational testing for programs following traditional acquisition milestones. For non-traditional acquisitions, certifies conformance as the system components are developed and before systems are fielded.
- Performs T&E of existing and emerging standards to validate their ability to support interoperability of C2 systems.
- Researches JS, OSD, and C/S/A CS systems requirements documentation to determine future T&E tasks.
- Conducts interoperability test, evaluation and certification of non-traditional acquisitions such as CIP and ACTD.
- Supports C/S/A and allied users of C2 systems with engineering solutions to interoperability problems.
- Performs engineering T&E of C2 systems early in the developmental stages of acquisition to support system engineering design and implementation decisions.
- Reviews MNS/ORDs, TEMPS, test plans, test reports, and other life cycle documents to ensure appropriate interoperability issues are addressed.

JTDB Functions:

- Performs standards conformance and interoperability T&E in support of DOD-wide imagery, SIGINT, and other CS systems.
- Reviews MNS/ORDs, TEMPS, test plans, test reports, and other life-cycle documents to ensure appropriate interoperability issues are included.
- Performs Y2K related T&E.
