The primary mission of the Commander, Naval Reserve Force (COMNAVRESFOR) is to provide mission capable units and individuals to the Department of the Navy (DON) throughout the full range of operations from peace to war. The Naval Reserve represents 20 percent of the Navy’s total assets and is a significant force multiplier of the fleet to meet its growing global commitments. The Naval Reserve Force consists of the Ready Reserve and the Standby Reserve numbering over 180,000 men and women. The Ready Reserve comprises Selected Reserve (SELRES) and Individual Ready Reserve (IRR) personnel.
COMNAVRESFOR requires automated support for order writing management so all levels of order writing, down to the sailor, have accurate, real-time information for management decision support. There is a need to integrate order writing to reduce redundancy and eliminate discrepancies with a potential for interfaces with systems within the DON. Additionally, integrated order writing will provide for the following:
- Entire Web-enabled client/server application to allow entry by drilling Reservists for Annual Training (AT), Active Duty
- Training (ADT), Inactive Duty Training Travel (IDTT), and IRR orders (to meet Chief of Naval Operations (CNO) firewall policy)
- Automated workflow process for orders
- Decentralized order and funding approval
- Approval authority based on available funding versus man-days
- External travel processing improvements to allow delivery of orders and itinerary within 3 days
- Active Duty for Special Work (ADSW) order processing
- Mobilization order processing
- Creation of order templates
- Development of a robust context-sensitive help system
