Fleet Message Exchange (FMX)

The Fleet Message Exchange (FMX) is currently installed at Naval Computer and Telecommunications Area Master Station PAC (NCTAMS PAC), Naval Computer and Telecommunications Area Master Station LANT (NCTAMS LANT), and Naval Computer and Telecommunications Area Master Station EURCENT (NCTAMS EURCENT), with an additional CBIS installed at Naval Computer Telecommunications Station (NCTS) Guam.

The FMX was developed to replace the fleet interface functions of the outdated Naval Communications Processing and Routing System (NAVCOMPARS). As developed, the FMX consists of four separate components: a Manual Relay Center Modernization Program (MARCEMP), the CUDIXS/Broadcast Interface System (CBIS), Super High Frequency Personal Computer Message Terminal (SHF PCMT) and the Fleet Broadcast Keying System (FBKS). The MARCEMP, SHF PCMT and CBIS are DOS based, PC hosted systems.

JITC Washington Operations Division conducted a lengthy Independent Verification and Validation (IV&V) of FMX Release 1.0 to ensure the software and hardware performed in accordance with requirements, specifications, and Defense Information Systems Agency (DISA) Circular 370-D195-3. The current software version is FMX Release 1.0.3.0.
