BACKGROUND

Secretary of Defense Donald Rumsfeld, in a memo dated 19 June 2001, indicated one of his highest priorities is to have reliable, accurate and timely financial management information upon which to make the most effective business decisions. The Department of Defense (DoD) has since embarked on the Business Management Modernization Program (BMMP), and is committed to transforming its business and financial management processes and systems to improve combat support for the war fighting forces.

As part of this program, the Office of the Secretary of Defense (OSD) defined six business "domains" as well as an integration body to manage and coordinate the efforts of the domains. The domains are responsible for ensuring that the best business processes and practices are incorporated into the Business Enterprise Architecture (BEA). Subsequently, each domain owner was tasked to select initiatives to serve as proofs of concept of the BEA.

U.S. Transportation Command (USTRANSCOM) and the U.S. Air Force (USAF) proposed the DEAMS initiative to improve upon outdated and unreliable financial management processes and systems. The intent of the initiative is to develop a modern financial system for USTRANSCOM, USAF, and Defense Finance and Accounting Service (DFAS) that is integrated and provides reliable, accurate and timely information to decision makers at all levels. The DEAMS initiative will also be an important step towards Chief Financial Officer's (CFO) Act compliance.

DEAMS is being performed under the direction of OSD, BMMP, Finance Accounting Operations and Financial Management Domain. DEAMS is being executed jointly by USTRANSCOM, the USAF and the Defense Finance and Accounting Service (DFAS) with periodic updates to OSD and close coordination with the Army and the Navy.

When fully implemented, this solution will be an example of a cross-service application of the (BEA) and will reflect the best practices in financial management applied consistently across USTRANSCOM and the USAF with potential for expansion throughout DoD.

PROJECT DESCRIPTION

DEAMS will serve as the financial management system for Transportation Working Capital Fund (TWCF) and General Fund (GF) operations for the Air Force and USTRANSCOM. However, the Military Sealift Command (MSC) component of USTRANSCOM will continue to utilize their current Oracle based financial system for their non-Transportation Working Capital Fund operations. DFAS is a very important part of the affected user community due to their integral involvement in financial operations. DFAS users at each location that processes USTRANSCOM and USAF transactions will be impacted by this effort.

The user community that will utilize DEAMS performs a wide range of business processes. Only a subset of these processes will be addressed by this initiative. They are:
