GLSIP enhances laboratory research activities by promoting working associations and interchanges between scientists and engineers, primarily recent doctoral degree recipients and experienced faculty members.

There are six components included in GLSIP -- The National Research Council Cooperative Research Associateship Program, the American Society for Engineering Education (ASEE) Postdoctoral Fellowship Program, the NAVY/ASEE Summer Faculty/Sabbatical Leave Program, the US Naval Academy Cooperative Program for Scientific Interchange (USNA), the National Defense Science & Engineering Graduate Fellowship Program (NDSEG), and the Naval Research Enterprise Intern Program (NREIP).
