PURPOSE: THIS CORE ENLISTED ALCOAST IS ALIGNED WITH REF A AND IS THE FIFTH IN A SERIES OF ALCOASTS THAT PROVIDES RESERVISTS AND THEIR COMMANDS CLARITY REGARDING THE COMPETENCIES RESERVISTS ARE EXPECTED TO ATTAIN AND MAINTAIN IN PREPARATION FOR SURGE AND CONTINGENCY OPERATIONS. THIS ALCOAST IS INTENDED FOR THE RESERVE ENLISTED FORCE ASSIGNED TO SECTORS, MARINE SAFETY UNITS, MARINE SAFETY DETACHMENTS, AND ANY OTHER UNITS ENGAGED IN THE RESPONSE AND CONTINGENCY PREPAREDNESS MISSIONS. WHILE THE GOAL OF CORE IS TO PREPARE ENLISTED RESERVISTS TO RESPOND TO COAST GUARD SURGE AND CONTINGENCY OPERATIONS, AN UNDERLYING BENEFIT TO ALL UNITS IS THE USE OF ASSIGNED RESERVISTS AS AN AUGMENTATION FORCE PRIOR TO THEIR ACTIVATION. THIS ALCOAST HAS BEEN COORDINATED WITH THE COAST GUARD RESERVE FORCE MASTER CHIEF (CGRF-MC), THE RESPECTIVE RATING FORCE MASTER CHIEFS (RFMCS), COMDT (CG-1B1), (CG-5RI), AND (CG-5RE). THE ALCOAST ALSO INCLUDES FEEDBACK FROM THE AREA AND DISTRICT STAFFS, RESERVE SENIOR LEADERSHIP, COMDT (CG-731), AND (CG-741). 2. RESPONSIBILITIES: A. RESERVISTS SHARE RESPONSIBILITY FOR ATTAINING AND MAINTAINING THEIR ASSIGNED COMPETENCIES AND INDIVIDUAL READINESS TO RESPOND TO CONTINGENCY AND SURGE OPERATIONS THROUGH TRAINING AND AUGMENTATION IN SUPPORT OF THEIR INDIVIDUAL TRAINING PLANS (ITPS). ITPS ARE THE MEANS TO SHAPE COMPETENCY PLANS, IDENTIFY NECESSARY C-SCHOOL QUOTAS, AND ENSURE RESERVE TRAINING RESOURCES. COMPETENCIES SHALL BE ASSIGNED TO RESERVE POSITIONS ON THE PERSONNEL ALLOWANCE LIST (PAL) IN ACCORDANCE WITH REF B. B. IN ACCORDANCE WITH REF A, COMMANDERS, COMMANDING OFFICERS, OFFICERS IN CHARGE, AND SUPERVISORS SHALL ENSURE RESERVISTS UNDER THEIR AUTHORITY MEET CONTINGENCY AND SURGE OPERATION TRAINING REQUIREMENTS. COMMANDS SHALL ALSO PROVIDE AUGMENTATION OPPORTUNITIES AND ADMINISTRATIVE SUPPORT. C. AREA, DISTRICT, AND SECTOR RFRS STAFFS SHALL MONITOR RESERVISTS PROGRESS TOWARD ACHIEVING AND MAINTAINING THE COMPETENCIES ASSOCIATED WITH THE COAST GUARD INCIDENT MANAGEMENT AND PREPAREDNESS MISSION, ALSO REFERRED TO AS CONTINGENCY PLANNING AND RESPONSE OPERATIONS. D. COMMANDERS, COMMANDING OFFICERS, AND SUPERVISORS SHALL REVIEW RESERVE POSITION-BASED COMPETENCIES AND THE COMPETENCIES ASSIGNED IN THE TRAINING MANAGEMENT TOOL TMT TO ENSURE ALIGNMENT WITH PARAGRAPH 3 OF THIS ALCOAST. THE MEMBERS UNIT SHALL ENSURE TMT IS UPDATED WITHIN 45 DAYS OF THE ISSUANCE OF THIS ALCOAST. ALL REQUESTS TO CORRECT POSITION-BASED COMPETENCIES SHALL BE SUBMITTED IN ACCORDANCE WITH REF B. 3. STRATEGIC DIRECTION FOR SELECTED CONTINGENCY PLANNING AND RESPONSE COMPETENCIES: A. COMPETENCIES ASSIGNED TO RESERVE POSITIONS MUST BE ATTAINED AND MAINTAINED WITHIN THE DUTY CONSTRAINTS OF INACTIVE DUTY TRAINING (IDT) AND ACTIVE DUTY FOR TRAINING (ADT). THE COMPETENCIES LISTED IN PARAGRAPH 3.B. ARE MOST FREQUENTLY NEEDED BY PERSONNEL WITHIN THE COAST GUARDS INCIDENT MANAGEMENT AND PREPAREDNESS COMMUNITY DURING CONTINGENCY AND RESPONSE OPERATIONS. B. SELECTED CONTINGENCY PLANNING AND RESPONSE COMPETENCIES AND/OR TRAINING REQUIRED FOR CONTINGENCY AND SURGE OPERATIONS ARE LISTED IN NO PARTICULAR ORDER, UNITS MAY REPRIORITIZE AS NEEDED. (1) DIVISION/GROUP SUPERVISOR (DIVS) (2) TASK FORCE LEADER (TFL) AND STRIKE TEAM LEADER (STL) (3) TYPE 4 INCIDENT COMMANDER (ICT4) (4) FEDERAL ON-SCENE COORDINATOR REPRESENTATIVE (MARET) (5) POLLUTION RESPONDER (MARED) C. CONTINGENCY PLANNING COMPETENCY CODES MAY BE ATTAINED THROUGH A COMBINATION OF IDT AND ADT. RESERVISTS SHOULD MAKE EVERY EFFORT TO ATTAIN THE APPROPRIATE TRAINING AND KNOWLEDGE OUTLINED IN PARAGRAPH 3.B. AND COMMANDS SHALL SET REASONABLE TIMEFRAMES FOR MEMBERS TO OBTAIN QUALIFICATIONS DEPENDENT ON UNIT WORKLOAD AND TRAINING OPPORTUNITIES. UNITS SHOULD CONSIDER THESE POTENTIAL CONSTRAINTS WHEN ASSESSING PROGRESS MADE IN ATTAINING COMPETENCIES. (1) THE DIVS, TFL, STL, AND ICT4 OR ANY OTHER INCIDENT COMMAND SYSTEM (ICS) CERTIFICATION(S) MUST BE COMPLETED IN ACCORDANCE WITH REF C. (2) FEDERAL ON-SCENE COORDINATOR REPRESENTATIVE (MARET) - MEMBERS MUST COMPLETE THE FOSCR PQS VIA OJT. THE FOSCR COURSE (502272 - 16 DAYS) IS TAUGHT AT TRACEN YORKTOWN AND PROVIDES A =SECTION 02========================================= STANDARDIZED FOUNDATIONAL CURRICULUM TO INDIVIDUALS WHO SERVE IN THE MULTIDISCIPLINARY ROLE OF FOSCR AND ARE ASSIGNED TO INCIDENT MANAGEMENT DIVISION BILLETS. COMPLETION OF THIS COURSE IS RECOMMENDED BUT NOT REQUIRED TO OBTAIN THE FOSCR QUALIFICATION. THE RECOMMENDED BUT NOT REQUIRED TO OBTAIN THE FOSCR QUALIFICATION. THE POLLUTION RESPONDER (MARED) COMPETENCY MUST BE OBTAINED PRIOR TO OBTAINING FOSCR COMPETENCY. (3) POLLUTION RESPONDER (MARED) - MST RATED MEMBERS WHO ATTENDED MST A-SCHOOL IN ADDITION TO COMPLETING THE PQS VIA OJT CAN OBTAIN THE MARED COMPETENCY. THOSE MEMBERS WHO HAVE PREVIOUSLY OBTAINED THE POLLUTION INVESTIGATOR (PI) QUALIFICATION ARE GRANDFATHERED FROM THE ABOVE REQUIREMENTS AND CONSIDERED EQUIVALENT TO THE HAVING THE MARED COMPETENCY. 4. DURING CONTINGENCY AND RESPONSE OPERATIONS, THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS), WHICH INCLUDES ICS, ALLOWS RESPONSE PERSONNEL TO MOBILIZE QUICKLY, WORK EFFICIENTLY, AND PARTNER EFFECTIVELY WITH OTHER AGENCIES. IN SUPPORT OF THESE EFFORTS, RESERVISTS WILL BE REQUIRED TO MAINTAIN A CERTAIN LEVEL OF ICS PROFICIENCY DURING SURGE OPERATIONS. ICS COMPETENCIES, QUALIFICATIONS, AND CERTIFICATION SHALL BE GUIDED BY REF C. ICS TRAINING FOR RESPONSE PERSONNEL IS REQUIRED FOR SENIOR ENLISTED MEMBERS WHO ARE IN CHARGE OF PERSONNEL AND/OR RESOURCES. 5. IMPLEMENTATION GUIDANCE: A. THE COMPETENCIES DESCRIBED IN PARAGRAPH 3.B. ARE THE EXPECTED MINIMUM FOR RESERVISTS. ASSIGNMENT OF THESE CONTINGENCY PLANNING AND RESPONSE COMPETENCIES DOES NOT PRECLUDE RESERVISTS FROM ATTAINING OR MAINTAINING MORE ADVANCED COMPETENCIES PROVIDED THEY MAINTAIN CURRENCY AND INDIVIDUAL READINESS TO FULFILL THEIR CONTINGENCY ROLE. RESERVISTS ARE HIGHLY ENCOURAGED TO SEEK OUT AND TAKE ADVANTAGE OF ALL TRAINING OPPORTUNITIES THAT STRENGTHEN THEIR PROFICIENCY. B. UTILIZING REF B AS GUIDANCE, POSITION COMPETENCY ASSIGNMENT AND TRAINING PROGRESSION SHOULD ALIGN WITH RATING SKILL SETS, PQS, AND THE ENLISTED RATING ADVANCEMENT AND TRAINING SYSTEM (ERATS) REQUIREMENTS AS THEY ARE DEVELOPED. C. UNITS SHOULD DEVELOP A PROGRAM TO ENSURE RESERVISTS RECEIVE TIMELY AND ADEQUATE TRAINING FROM ACTIVE DUTY MEMBERS SO THEY MAY IMPROVE TRAINING CAPABILITIES FOR FUTURE RESERVISTS. UNITS SHOULD ALSO INCLUDE RESERVISTS IN THE PLANNING AND EXERCISE PROCESSES TO IMPROVE USE OF COMPETENCIES AND PROVIDE INCIDENT RESPONSE EXPERIENCE IN A SAFE ENVIRONMENT. D. COMMANDS SHALL ENSURE THAT PERSONNEL COMPETENCIES ARE TRACKED IN ACCORDANCE WITH REF D. E. COMMANDS SHALL ENSURE THAT NEWLY REPORTING PERSONNEL PROVIDE INDIVIDUAL DEVELOPMENT PLANS (IDPS) IN ACCORDANCE WITH REF E THAT HIGHLIGHT THEIR PROGRESS IN ATTAINING COMPETENCIES. IF THE MEMBER IS ASSIGNED TO A PRIMARY DUTY UNRELATED TO THE COMPETENCY BEING PURSUED, THE MEMBER SHOULD CONTINUE TO ATTAIN THE COMPETENCY TO THE EXTENT POSSIBLE. COMMANDS ARE ENCOURAGED TO FACILITATE THIS PROCESS TO CAPITALIZE ON THE EFFORTS ALREADY EXPENDED BY THE RESERVIST. F. COMMANDS SHALL ASSESS THE NEEDS OF THE UNIT AGAINST THE PROFESSIONAL DEVELOPMENT NEEDS OF THE MEMBER. ONCE A RESERVIST ATTAINS A PRIMARY DUTY COMPETENCY, SUFFICIENT TIME AS DETERMINED BY THE UNIT SHOULD BE AFFORDED TO ALLOW THAT RESERVIST TO GAIN ADDITIONAL EXPERIENCE IN USING THAT COMPETENCY. 6. FUTURE STATE: A. REFS F AND G ARE CURRENTLY UNDER REVISION. REF F OUTLINES THE COAST GUARDS FRAMEWORK AND POLICIES AS THEY RELATE TO CONTINGENCY PLANNING. REF G PROVIDES OPERATIONAL COMMANDERS THE ABILITY TO DEVELOP A CONTINGENCY WORKFORCE REQUIREMENT THROUGH MISSION ANALYSIS, WITH CLEAR ORGANIZATIONAL STRUCTURE AND STANDARDIZATION, THEREBY, PRODUCING A PROPERLY TRAINED RESERVE FORCE TO MEET OPERATIONAL REQUIREMENTS WITH RELEVANT COMPETENCIES, TRAINING TACTICS, TECHNIQUES, AND PROCEDURES. REF H PROVIDES POLICY AND GUIDANCE FOR THE COAST GUARDS CONTINGENCY EXERCISE PROGRAM INCLUDING PLANNING, CONDUCTING, AND EVALUATING EXERCISES. B. COAST GUARD HEADQUARTERS PROGRAM OFFICES, WORKING JOINTLY WITH AREA, DISTRICT, AND SECTOR PLANNING STAFFS INTEND TO DEVELOP SURGE STAFFING REQUIREMENTS AND THE FORCE ALLOCATION PROCESS IN ACCORDANCE WITH REF F AND G TO REFLECT THE PERSONNEL AND COMPETENCIES THAT ARE REQUIRED AND AVAILABLE TO MEET THE DEMANDS OF RESPONSE AND CONTINGENCY OPERATIONS.
