African American Employment Program
This program was strengthened through
Executive Order 11478, Equal Employment Opportunity in the Federal Government,
which established the Equal Employment Opportunity Program. It is the policy of
the Federal government to provide equal opportunity in employment to all individuals
regardless of race, color, religion, gender, national origin, disability, or age.
Although African Americans are well represented in the Department of Veterans Affairs
workforce, they are underrepresented in higher-grade positions. The Department's
Federal Equal Opportunity Recruitment Plan
(FEORP) depict VA's workforce profile of activity that has been used to
include goals and timetables for increasing the representation of protected class
members in those areas where they have been underrepresented. The Black Special
Emphasis Program has been established to increase the awareness and representation
of African Americans throughout the Department.
